A few things to take into consideration when making your character creation. I'm assuming from what you wrote, that you want to be in the Village hidden in the Clouds. You will need to follow the standard rules to create a character that can be found here (And if you do want to make a character for cloud, sand, or leaf, please do so in the provided links so that the council of said Village can look through your character creation application)

The age of a new character will need to be between the ages of 8-13, can be made exceptions of higher in some cases, depending on your history. As for the rank of your character, they will either start as an academy student, or a genin or genin equivalent (Anbu in training or med nin in training)

You can put physical and mental description under general description as long as it reaches a minimum of 200 word count with 150 word count for academy student history or 500 word count minimum for genin/genin equivalent history.

As for the name of your character it will need to be that of a japanese name or at the very least japanese sounding.

When first starting out, you get the following stats to eventually get to maxed S rank

While we do not have signature jutsus in the caliber that you want, for use of battle, we do have crpj with their own set of rules. You could also make a request or put in an idea to help make new jutsus for all the players to be able to use.

Almost there. Though there are two things still needing to be changed before we can get the ball rolling.

1) While you did change your character's first name to be more Japanese you will still need the last name to be also japanese or japanese sounding
2) All events in the Naruto/Shippuden/Boruto series is in a sense, non-applicable on this site. Consider Ninpocho as an alternate reality in which no events or individuals from the anime/manga series exist. Because of this, you can actually make your characters shine and have a title of their own. You can even do some crazy things, within reason of your characters capabilities. Akatsuki do not exist on this site.
