It was a busy day for Ayumu, but there was something he had to make time for. It wasn't a pleasant thing. Not a thing he wanted to do, but something that needed to be done. Rules and laws were in place in Kumogakure for a reason, and when they were broken there had to be consequences, or the rules meant nothing at all. Truth be told, trying to sneak somebody, especially a stranger, into the village was a pretty serious offense. A different kage might have warranted a more harsh punishment, but Ayumu felt was he had decided was severe enough, yet also fair.
When he arrived at the hospital, he was disappointed to find that the Sennin was not in at the moment. Still, he needed to relay the message today, so he would simply have to leave a message. Entering the Sennin's office, he borrowed a bit of paper and began writing his instructions to Ko.
With the orders given out, Ayumu signed the note and place it on Ko's desk. One more thing. A letter to Kitsune. He wrote it up quickly, and as he left the Sennin's office he gave it to a staff member of the hospital, instructing them to place it on Kitsune's desk. She would find it soon.
The Sennin and Kitsune would thereby be informed of the Raikage's decision.

Sennin Koyasu,
As we spoke on recently, there was an incident at the gates regarding Shinrya Kitsune. For some reason, she deemed it wise to attempt to grant entrance to an unknown entity without documentation, using her rank and position to try to convince the gate guards to allow it. As you know, the only ones granted such authority are the Sennin and Raikage. I have decided not to enact any sort of punishment as far as criminal offenses go. However, this cannot go unpunished. Effectively immediately, Kitsune is to be demoted to the position of Med-nin for a period of 2 years. Alongside this, she is to be removed from head of any divisions. During this time, she is also barred from approaching the gates for any reason. Once this duration has passed, she will be eligible to regain her previous positions, but they will not be returned to her automatically.
Sincerely,
Kogami Ayumu

Kitsune,
It gives me no joy to write this letter to you, but here we are. You know what you did. You know you do not have authority to let in undocumented persons. Yet, you tried to use your positions of authority to do so anyway. I am informing the Sennin of this as well: Effective immediately, you are demoted to Med-nin for a period of 2 years. You will also not be head of any divisions. Additionally, you are banned from going to the gates for any reason for this duration. After this time, you will be eligible to regain your positions, but it won't be automatic. Take this time to consider that authority is not to be abused.
SIncerely,
Kogami Ayumu
The Sennin and Kitsune would thereby be informed of the Raikage's decision.
