Akkuma stepped through the threshold of the Dojo's door's & was met with the sound of a hundred arguing voices. The demon stood there with a confused look on his face as he listened to what his kin seemed to be arguing about. Many spouted paranoid theories on where their Lord was & why Touka had vanished. Many held a suspicion towards the locals, not all of Sunagakure had been as welcoming to them as the Toraono. While he stood there he heard one of the group the Toraono had probably done it, now Akkuma had a sunan son they had no need of him. He clenched a fist in rage as he walked forward, the group continuing to argue among themselves.
Upon reaching the outskirts of the group he could hear the voice of one of his Agents, Osagi. The man seemed to be talking to the group, trying to quell their concerns. "Come now. What could the Sunans have to gain from killing Touka & Lord Akkuma? Our union with this village is of benefit to us all..." he would say as a chorus of voices went up in agreement. Raising a hand the Agent brought a quiet once more "But...what if they decided Akkuma was a mad dog? Perhaps they hoped we'd just become engulfed by the Toraono." the Chigokai's words brought a silence to the room as he fed on the concerns & paranoia of the clan.
Deciding it was time to put an end to this before things got out of hand Akkuma began walking through the group, gasps escaping from the lips of those who saw him. "This is unfortunate..." just those three words from Akkuma & those around the demon quickly moved away so that all could look upon him. Osagi was now in the middle of the large gathering with Akkuma slowly walking towards him. The Sage had clearly been in battle something was different about him, it felt as if he was draining the very life from the room. "...I go away to attend to some matters & further build I ties. Imagine my surprise when I return to find one of my own Agents sowing discontent among our own?" he would say casually to the group as he approached Osagi, all colour seemed to drain from the man.
"Lord Akkuma...you're alive...we thought the worst." he would stutter only to cause the demon to laugh more.
"How curious I thought the fact our seals were still intact would have disarmed any doubts you had...perhaps I misjudged you." those words sent a chill down Osagi's spine. The Agent dropped to his knees & began begging for mercy. An act that brought a look of disgust upon Akkuma's face, when he spoke his next words he slowly turned to address all of those present. His voice thunderous in the hall as he spoke. "Let me make this clear, as I will not be repeating myself on this matter. Sunagakure is our new home. We can not expect to build a place among its people without giving them our full trust. There for I give these three commands..." he paused taking a breath preparing himself for what he was about to do.
"We shall be contacting the Order of Oracles & gifting them with a copy of our Archives excluding only Level 0 articles. Along with a squad of our archivists to assist in training them in techniques they might find of use." upon this order a great deal of murmuring went out among the clan, this was a bold move even for Akkuma. Many of the clan no doubt felt unease at the extent of this gesture alone. "My second command is to open an Orphanage for the youth of Sunagakure. The coming war will no doubt leave many without families we must do our bit." his words eased the concerns of the group.
"My third command is this...any activity in regards to organisations such as the Sovereign are to be reported to myself or Lord Kuro.
Lastly this is a warning to you all, beware the anbu of this place. Do not give them any reason to harm you, you're all ordered to comply with any directions given to you by them. Until such a time as directed otherwise by myself." he would calmly say placing a hand upon Osagi's shoulder he would say his next words to the Agent. "We will avenge her...in the mean time I task you with the re-structuring of our business pursuits. It seems Sunagkure is a bit more conservative then we thought, I want the biggest casino in this country. Make sure the bah house is up to code & ensure the paperwork is done properly." with those words he walked passed the group towards his chambers where he would rest & reflect upon the events of the day.
Leaving Osagi relieved & the rest of the clan in a quietly confused. What had happened? Why was Akkuma taking such actions now? When they were in the middle of war? He risked making them more vulnerable, though many were not concerned enough to continue voicing their concerns. Instead they began going to work with orders they had been given. Leaving Osagi slumped in the middle of the hall praising the Fates for choosing to show mercy & not unleash Akkuma's wrath upon him.
