Kitsune sat at her desk, grumbling about being down a sennin. She'd have to make preparations for a replacement, but that'd have to wait for a bit, as her first pick was still out of the country on an assignment. In the meantime, she was going to make an official announcement.
She'd chosen her successor for the position of Raikage, and was writing up the proclamation naming Ryuu Rei, the Main Branch sennin, her eventual successor. That way it'd be public knowledge, should anything happen to her, or in case she decided to retire. Not that she had any plans of doing so, this was merely a formality needing doing.
The proclamation read as follows:
She signed the document, and then stamped it with the official seal of the Raikage. She then called in her secretary to make copies of the document, and to have them posted in various locations around the village. She then had the secretary send a copy to Rei's office, so that she would be aware of her new status, though that was a mere formality at this point.
With that done, Kitsune returned to the small (figurative) mountain of paperwork on her desk, as it had piled up during her absence.

I, Shinrya Kitsune, the current Raikage of Kumogakure, do hereby proclaim Ryuu Rei, the Main Branch sennin, as my successor to the position of Raikage. This proclamation is effective immediately, and will remain in effect until such time as I am no longer able to fulfill my duties as Raikage, or until such time as I decide to retire from the position, at which time, Ryuu Rei will ascend to the office of Raikage. This proclamation is to be considered an official document of Kumogakure.
