“I’d like to make a proposal to the Kazekage. Or a Sennin. I’d like to formally request sponsorship for a project.” he admitted, and then lift his hands to show a thick folder titled “Water Country Investigation Plan”.
“Oh, alright!” the woman replied. “Please wait over there in the waiting room, I’ll see what I can arrange for you. Your name, and identification, sir?”
“Hai fen, Zhao.” he replied. “Water country refugee. I don’t have a… passport.”
