The following has been added to the Dos and Do nots in the rules.
What this means is you cannot RP a normal civilian. Bob the Baker isn't going to have the ability to launch a rasengan at someone.
You CAN, however, rp non-shinobi things such as warlocks, samurai, pirates, or otherwise. Keep in mind, ALL of your powers eventually will be based in chakra due to the Lorekeeper ruling, and so RP wise they must follow the same rules and regulations of chakra.
Character history approval is still at the discretion of the respective councils in control of the character's OOC affiliation, and if they feel your history for, say, a witch is not good enough they can deny it.
