The decision has been made after speaking with the entire council as well as the sennin. Shin began to construct his statement on the current gate policy. He was completely done with the document delegating the annocuments to his personal secretary, Hitomi.

"If I may ask, Hayata-sama. What do you plan on doing with the current refuges in the village? It is not like to remove the village so abruptly." Hitomi said as she stamped Kumogakure seal on the document.

"I can assure you Hitomi-san that the current refuges will have the proper housing outside the village. There are some that have cleared to remain approved by the the last Mizukage." Shin responded.

"I see.." Hitomi replied adequate satisfied with his response.

"I do not believe this restriction will last long. We just need enough to stablize ourselves." Shin said reassuring his assistant.

"I am confident that you are doing what is right, Hayata-sama. I will copy and post the note at the gates."

"Thank you, Hitomi-san."

By Decree of the Raikage and the rest of Kumogakure's leadership. Kumogakure no Sato is closed from all foreign shinobi not associated with the village. Anyone who has no immediate need from Kumogakure or is not a current affilate with the village are not permitted to enter the village. Any infringement on this law will suffer legal consequences.

This law will take effect effectively immediately. The law will be release until the village and its leader feel it is necessary.

ANBU entered the Raikage's administrative office, summoned by Akira.

His massive form stood behind the desk as he searched for something. The ANBU Captain cleared his throat, though nothing was in it, doing so as if Akira was unaware of their presence. Though he realised half-way through that it was a stupid thing to do with the ANBU Sennin... though why he was there he didn't know... and why he was in the Raikage's files... he assumed it to be his acting as Raikage due to the lack of one.

"I am the Raikage as of a half hour ago." Akira said, his head not raising though it seemed he'd found what he was looking for.

Holding up the papers which stated that the gates were to be placed on lockdown on official Raikage order Akira moved it side to side so they could see clearly what he was holding.

"We hide no more." He said, the paper disintegrating in his fingertips as his chakra flowed through them.

"Go and inform the gate guardians that they are to open the gates once more. Treat all visitors as we would traditionally, warmly and with a watchful eye. Dismissed."

The corner of the captains mouth twitched upwards. Someone who didn't deliver large speeches with no substance was in charge of Cloud once more. The captain hoped that none would come for this leaders head, and that he would remain for as long as he was needed. But only time would tell.
