Lightning Countries Northern Boarder
The northern boarder of Lightning country has three very old fortifications, a wall running from one to the other across the rolling hills. Each fortification has a small settlement a kilometre south. These, like Kumogakure, are military towns. Families of soldiers live here, tradesmen to maintain the buildings, maintain the weapons, and farmers to feed them all. The three towns are reasonably large and though they are members of Lightning Country, they don’t count towards the countries military, the leader of the region is a Daimyo in title alone. In the region he might as well be the Shogun, he is where their allegiance lies, he is the one with the power.
Despite this he was silent during the civil war.
The Daimyo of the north’s name is Hokubu Bengonin, he comes from a long line of untroubled Daimyo. He is hard and good with a blade. His skin tanned by the harsh northern sun. His residence is in the central fortification on a bed of straw. Living easily was not the way he was raised, and it’s not how he has been raising his own children. It is rumoured that they have a treasure trove which rivals even the Shogun, yet they don’t feel that it should be used else they might become soft like gold itself.
The north is treacherous, but clearly there are those who live up there. The stories of old talk of them being warriors who had magical powers. They called forth animal deities and lay ruin to the warriors of men. Yet there were those who fought them and drove them north. The wall was created and the warriors who pushed them north stand watch. That is the tale of the northern watch, and it is a history they cling to with pride.
The last few months
A letter was received by the Shogun, Shiranai, from the north. The letter had information in it telling of a band from the north who have moved down from the wasteland in the north. They had allowed the caravan entry into Lightning country but the north were forcing them to remain next to the central fortification. There the leader of the group was attempting to communicate with Bengonin but they spoke a different language than the common tongue of the mapped lands so this process was slow and troubled.
Bengonin requested some of Shiranai’s best translators and linguists be sent to the north to aid in figuring out a means of communication. Shiranai sent a message out to all the Daimyo of Lightning Country informing them of the recent developments, and sent to the north two of his best linguists.
Upon receiving the letter from Shiranai, Hayata Shin called a meeting of Council. There he informed them of the latest development and together Council reached a decision not to send anyone north. This was a decision made due to the stories and the unknown reaction to having shinobi be there. It was more likely to cause issues that it was to fix anything. So Cloud, like most other areas of Lightning Country was to sit and wait for further news.
Isaki Kushin was there for that meeting, and he held his own council during it. He didn’t care what the council had to say on the matter, he was sending someone north. Carefully choosing, he picked Fuka, the Chimera who was a member of his Harvester unit. Fuka was someone who could read minds and track someone, anyone, that he was sent on. He’d had Hyuuga eyes, Inuzuka eardrums and tastebuds, as well as demon blood placed in him. Perfect for what Kushin wanted.
How the mission went was a mystery until Kushin was called to the Council.
