Character's Physical Description: Kei is a tall slender male, with fair skin. He has long purple hair, which he usually keeps braided in a single braid and uses an ornate hairpin to keep it in place. He tends to use a thin layer of make up, hiding whatever small flaws he has on his face, but also to make himself look more feminine and to keep his skin look pristine. He tends to dress in colorful slik clothing, usually long dresses or kimonos.

Character's Mental Description: Kei sounds like a cheerful gentle person, because that is mostly what he is. He is a nice person to have around, but he is also a joker, taking adventures of his androgynous looks and nature, taking a small joy in confusing people about his true gender.

Character History: Kei is the 3rd child of the Akemi family and the only son. His father died soon after he was born, he was a merchant of exotic clothes and textiles, and his life was taken while he was returning home from a business trip, which caused Kei to be raises by his mother and his two older sisters. All of them did as much as they could to raise him, but Kei wasn't raised with any male figure in his life, so he grew accustomed to playing with his sisters, their dools, their clothes, their make up. He grew up with the taste for beautiful things and expensive clothes, after all his family was well off because of the small fortune he had left them and his mother managed to keep the business running, but unlike his father, she sold locally with her stock being brought to her.

Eventually Kei grew old enough to join the academy and just like one of his older sisters, he joined it, taking her as a role model of a kunoichi, which at the time she was already a genin. Kei was a lively child during his time, mocked by the boys for being a pretty boy, probably they were jealous of the attention he got from girls, impressed by his gentle manners towards them and how easy he dealt with them, he wasn't the brute that other boys were.

Sadly Kei didn't really developed any impressive skills while in the academy, sure he was smart and athletic, but he was just like the other students, he did well in ninjutsu classes, but nothing surprising, his genjutsu was also very basic, nothing too impressive and his taijutsu skills, his slim figure allowed him to move quickly and fast but that was it.
Kei's true skills were developed by his own effort, taking her older sister as an idol, which was a chuunin when he graduated from the academy. Kei asked her to help him with his training, everyone seemed to have something special about them and he was simply a pretty boy. His sister decided to train him with shuriken, kunai and senbons, the essential ninja tools, if he didn't had something special about him, he would have to make it himself, he decided that keeping his distance was the best option, using the tools he had available to himself, he became a natural in the art of stealth.

He kept developing his skills as he grew up, becoming a natural at it, but that wasn't the only thing that grew. As his body grew so did his femininity, while he used to be called pretty boy, now at the age of 23 he is often confused by a girl, because of how he dresses and how he looks.

Mental/Physical Description: Would prefer if you expanded on the mental part a bit, maybe look at his attitude towards being a shinobi, other shinobi, men versus women (seeing as it seems to be a bit of a theme with your character) that kind of stuff. Over to you what you want to put in there, but it's just a touch shallow atm and I think if you buffer it some more you'll find you yourself will have a better understanding of your own character.

Character's Mental Description:
Kei's lack of a father figure and being raised surrounded by female influences, mostly from his sisters and from his mother's open mind, caused him to grow feminine and gentle. Of course, he knew that he wasn't a woman like his mother or sisters, but that didn't stop him from dressing and behaving like one, it even helped his shinobi ways, allowing him to easily disguise himself and become someone else, switching between genders when necessary, mostly done so during missions in which discretion and infiltration are necessary.
But, of course, Kei's mannerism isn't all because of his shinobi role, it was as he was raised and he just finds that all of it allows him to become a better shinobi in doing so. He also uses this quirk of his to have some fun once in a while, going into a bar and playing around with the drunk patrons or just casually flirt with a newly meet person.
