Of course, he wishes that he can gain more chakra to wield, but for now he utilizes what he has. This works well with his fighting style, which often focuses on cleverness and ingenuity, instead of overwhelming power. For a perfectionist like himself, the first step is to master the motions before he can bring out the potential.
