I'm not sure if people view the medical branch as weak. When I was a trainee we had an interbranch tournament, ANBU and Mednin. It certainly wasn't as one sided as one might think a tournament like that would be.
Thinking back, Junko didn't know too much about the event. When Saito was a trainee, Junko probably wasn't even thought of at the time. "I know only a small amount about that event. Since then Though, a new generation has emerged. With my times as a trainee, things were different. I had a shinobi deny me training, simply because he thought I was too weak. He thought of me as nothing more then a healer that would cower behind my comrades. He often made fun of the branch with sly remarks." Junko said shaking his. Either way, I have a question regarding your answer. You said you wanted to run the branch through unity, lead it as though it were a family. In a family scenario there are many issues which need to be dealt with. For example, what would you do if someone disregarded an order and did what they wanted? What if this ended up being a good thing? What if it ended up resulting in deaths of allies? Should they be dealt with differently or in the same way?
Listening to the raikages question, his reasoning made sense. Sooner or later, a leader or family head would face decisions such as this. Wasting no time to answer, Junko replied. "If an individual disregarded an order and did what they wanted, it would all depend on the results. Say if it ends good, and betters the branch. The branch isn't the village, but only a part of the village. Their decision could have a negative fallback on the rest of the village. Then their "noble" deed is examined in a totally different way. If an order is ever disobeyed, the results would have to be better then my strategically calculated plan. That would be the only way I'd find it acceptable. " Junko said with a pause.
"We live in the shinobi world where things go bump in the night. Everyone makes mistakes. Sometimes a shinobi disobeying or calling a different shot is a good thing. If everything's set as the truth, then maybe kitsune and keiji disobeying the order or option to stand down would've been a good thing. Our comrades could've still been alive today. Sometimes, it's a tragedy. Keiji and kitsune could've been killed in action as well. As shinobi, we know, Comrades die." Junko said as the fire in his eyes began to ignite. The passion he felt seemed to oxygenate the medical Chiefs body. He definitely was no longer asleep. "Under my watch, if I feel like the actions taken were not in the best interest of not only the branch, but the village as well. The issue would have to be dealt with accordingly. I'd weigh the importance of the individual, their contributions, and so on. Killing isn't always the answer, the individual could serve as an asset and still be punished. For example, kitsune." Junko said letting that sink in.
"What ever decision is made or punishment I decide, I'd ensure that the individual would learn from their mistake. If force is necessary, I'd ensure to humble my fellow shinobi like id do a younger brother. If death was ever necessary, I'd kill out of love of my fellow comrade and the protection of my villages future. So, in the end, my will is to protect the people, shinobi, and children of kumogakure. Anyone opposing that, be they a friend, sibling, or my own children, will feel my wrath. For the sake of the village. If the result is fear, so be it, but that's not my wish."
Looking at Saito now, things were different. The first time he met eyes with the man, Junkos eyes filled with darkness.
