There have been a number of rumors perpetuated by a player that Rain will return as an NPC community or that a certain player will be given Rain. Both of these statements are patently untrue. There is no active discussion about adding Rain as an NPC or a PC community at this time. Rain is presently under the jurisdiction of the Lorekeepers and will remain as such. For communities under the jurisdiction of a Council, please refer to HERE. Village Councils can have jurisdiction in up to 2 communities and may only swap out their jurisdiction to another community if they have done nothing with one of the communities they oversee. "Nothing" involves making anything in the setting cannon (such as a player being from the area, descriptions about the climate, etc.). All of the villages under the jurisdiction of these player councils, they have been used to create something cannon about our setting.
Secondly, I would like to make a reminder that players are able to include part of their history from other parts of Naruo-esque world (the NPC countries and villages run by the Councils), however this requires approval from the right people. Every addition to a player's history that involves that part of the world would have to be run past the Council that has ownership over the community because a player's presence alters the continuity of the community and players may be adding parts of setting history by referencing the village or country (such as it being a temperate kingdom or a frigid wasteland). Player councils cannot approve the use or mention of an area outside of their jurisdiction and there is no statute of limitations on this if something went unnoticed for months 'because something was let slip past.' Players cannot amend their histories to include other communities without submitting their addition to the correct body. For example, if someone wanted to say that they were from Sound or traveled to Sound in their youth it would be expected that they contact the Council in control of the NPC area. Finally, purposefully amending your history to mean something else through the clever use of words (ex. "I did not come from Snow, I merely named a group Snow and then extend that to mean the Country and the village and the shinobi force") is not OK. Yes, we have had players "claim" they were from areas that we are not actively using and they have made it very clear that it is a lie, that their references are IC lies and their history and bio and expected to show otherwise/the truth. Saying your bio is a lie is not an acceptable response because the approval process for a user's bio is based on the premise that these things happened, these associations are true and that this player existed in the bio's stated manner in the site's history. Some people do include their lies in their bios but they also clearly state such.
