Her father, Shima Naruhito, is the elder councilman over the merchant class in Raiden's eye and her mother a refined beauty who tended to all her care. All of this young girl's behaviors and beliefs were entrenched in the rules and traditions of her very large family. She had always been told that if she had any interest in ninja pursuits that her only options would be medical field. Wanting to be useful to her clan, Chiyoko decided that she desired to be sent out and educated at the academy with others her age. She knew that she had something great inside of her to be let out. All she needed was the appropriate guidance in her life.
