Previously in Chapter 1 [Since I haven't made a post for it in quite some time. This Topic is mainly to give more clarity as to the goals and motives of Titan]
A letter was dispatched to the brilliant engineer Tomikan Taro, of Tomikan industries, that he might come have an audience and talk about a potential contract between the two companies.
A wing of a local hospital was blown to smithereens by none other than the blue-haired menace, or, it was thought to be. No arrest or conviction has been made as of yet. Strangely however, after investigation, it was found that there were no causalities, only the remains of cadavers scattered about. The purpose of this action is yet to be discovered.
Titan recruited former rogue shinobi Inuzuka Gekido and young prodigy Mori Hana to their ranks. It's been seen that Hana was recruited to help with creating new jutsu, but Gekido's recruitment seems like just a simple extension of friendship. Several other low level recruits were added to their ranks.
Titan and a mister Hoshikata had talked about some kind of deal, however details are vague. It appears that Titan had sanctioned he and his group for some missions, but nothing more.

Part 1 -- Chapter 2
Setting: Conference Room 2
Time: 08:02 A.M.

"All right, Let's begin." spoke Masahiro. His stare was as void of emotion as anyone person could muster. However, these meetings were a necessary evil. The other branches needed to understand each other and make sure they were on the same page.
"Of course sir." spoke a rather direct and authoritative voice. His name was Dayu and he stood to speak. "Thanks to the efforts by our recruiters and science division, Inuzuka Gekido has our full trust. We have begun to educate him in Titan Military protocol and what we seek from him in exchange for our services. He will be a great asset to the Military Division. Secondly, our troops have begun to advance into the southern provinces near the border. I have decided to take a more diplomatic approach and instructed our operatives to take up a form of helpful vigilante groups. We've begun targeting areas that the lightning government shows little attention toward in an attempt to gain support from the local government. Our preliminary reports suggest good returns. However, we foresee future complications the nearer we draw to the capital itself and currently are brainstorming solutions to that problem so we are ready when it rears it's ugly head." he said in good fashion and steady tone. This wasn't his first rodeo. Sitting back down, a smile crept onto his face; he knew he had done well. Consequently, Masahiro nodded his head, turning to look at his secretary to make sure she had gotten the important details. With confirmation, he turned to his second division head.
This time, it was a woman. Her skin was pale, and her hair held a blue tint suggesting it was altered cosmetically. Standing, she flattened her skirt and looked the director in the eyes; then Kitami spoke. "Your directive was rather vague sir, so my results and focus may be rather lack luster. The intelligence division has done as you asked, and we have several agents integrated into the military of Kumogakure." she said in a somewhat perturbed tone. "That has gone well, but our regular attempts to infiltrate the civilian sector have been met with bureaucratic opposition. However, I am pleased to announce that our Cell program is finally producing more viable agents rather than dead ones. With further support from the science division, I feel we are within months of fully unlocking the secrets of the human mind and just how much pressure we can apply." she concluded, sitting down with no further tell to her thoughts. Masahiro appeared to be thinking about her words longer than he had with Dayu. It would appeared that her work was more complicated and the results mixed. Perhaps it was his fault for not being clear about what he wanted.
However, the moment he appeared to be clear of thought, a second man stood and bowed to those in the room. This man was the obvious head of the Science division; his glasses were large and his hair unkempt. It was apparent that he had spent the last few hours working on something. "We have been hard at work sir. The P.I.V.R. designs are complete and we are currently testing the hardware. While recording in itself is an old technology, transporting the image to an off site server is proving to be incredibly difficult. However our engineers assure me we are close to a breakthrough! And perhaps, when Tomikan-sama arrives, we will have another mind to work on the project itself." he mentioned in a rather nervous tone. He was afraid of the director's response at times, even though it was common knowledge that they were creating something completely new, the director had a reputation for anger when it came to slow progress. "Also, rumor persists that we have finally got a hold of Mori-san. If you would let her in the labs, our progress on the new jutsu would surely be expedited." he tacked on then sat down meekly.
If Masahiro didn't appear to be angry, that was before this last little addition by the Science head Ieshige. "Perhaps if you worked harder you wouldn't need outside help to complete your projects. Yes, we have specialists. However they are not ready to assist you. Bring me progress or you'll be transferred to another branch. Perhaps Dayu needs a new soldier on the front lines." he said, looking to the Military leader who had a happy smile on his face. Like a regular bully, he loved seeing smart guys get hammered.
After several moments, Masahiro folded his hands upon the large table and began to speak. "We are making progress, some more than others, but progress none the less. Kitami, focus your resources on the Cell project. I want at least an eighty percent survival rate by the end of the quarter. Ieshige, you are to assist her with that personally, while the other engineers continue work on the PIVR's. Dayu, continue your work in winning over the provinces. I'll be hiring some local mercenaries to attack them so the Titan Army can have some target practice. It will also help win more of the locals hearts and minds."
"We are slowly approaching where I want us to be to finally begin preparations for the project. However, something that large does not go unnoticed and we need to cloud the waters so our actions continue to remain unnoticed. I feel it is pertinent to have the hostilities between Bear and Marsh continue so as to distract the Shogun from the work that is going on in his kingdom. Thankfully, we need not worry about Kumogakure. Unless someone hires them, they won't care for what happens hundreds of miles from their gates. Even if they do hire someone, we'll at least know about it unless they keep it confidential from their own corps."
"All in all, well done everyone. We'll meet here again in one months time, perhaps with another joining us to help with political matters. Dismissed." concluded the director, cluing the others in that he intended to make a political division.
And with that, the monthly meeting between the division heads was finished once again. However, Titan had other projects that Masahiro saw to personally. Such as his pet project that dealt with those strange puppet makers. His goal there was to make the indestructible and loyal soldier. But there were still loose ends that needed to be tied up before continuing down that path. Such as the reporter. That was why Hex was called back to Kumogakure; the poor innocent girl needed to die.
