TURMOIL IS THE NEW WAY OF LIFE<i></i>
Prisoners were running rampant in the darker corners of Sunagakure. The areas once considered the seediest were now the most popular as people sought out self-indulgent pleasures for themselves. Because this area had already been of questionable means, often influenced by the criminal underbelly of Sunagakure, a strange sense of order has been maintained. Many of the less savory businesses are still active and under control. Bars, 'Massage' Parlors, Gambling establishments and their ilk were operating as normal.
Since Shinobi were no longer available to threateningly loom over them, numerous figures have stepped forward and created a nefarious council or sorts to help maintain power in their areas. The Cabal has noticed them, but do not care about their self-claimed power or the illusion it presents. In the Palais, it almost pays off to be in with the criminals. Since so many people were congregating here it's impossible to keep track of everyone. Those not being noticed will literal vanish amongst the crowd. Those of higher notoriety are still endanger since The Cabal have made a point of putting a bull's eye on their back.
