Tsukiko's life was one of a mix of tragedy and distance. She was born into a homeless family, and raised on the kindness of others until she was old enough to fend for herself, and she never connected with the world around her. Her parents died of exposure to the elements at a very young age, and she found herself dumpster diving and stealing to survive. She was one of the disenfranchised youths that often times got overlooked. Cloud was a rough place, a kill or be killed place for most, but it wasn't prepared for her, her disconnection, or her abilities. She didn't just have the skill to survive, she was removed from reality in more than one way. The world worked differently for her, she could slow it down if she needed, or speed it up. If she got caught stealing, she could run so fast it was like the world slowed down around her.
From the perspective of the parents, they had given birth to a monster. She was only four when she killed her first animal, a small snow bunny that had hopped up to her looking for a treat. She ate the bunny as it writhed in her mouth. She didn't even cook it, it wasn't for survival, it was just...because. They tried their best from that moment on, teaching her how to blend in and to keep her urges under control. They would later go on to die in a snow storm, but she survived using their bodies essentially as a hut for warmth until it was over. What followed next would lead her into the academy.
Cloud had scouts, which were essentially code for kidnappers, and one just happen to be around when she stumbled upon two gennin, who took it upon themselves to play 'kick the homeless kid'. They let their status as soldiers of the military go to their heads, and ended up on the receiving end of her urges. It was an easy task, they moved at a snails pace and when she engaged them it felt like slow motion, as if the laws of time and physics didn't apply to her. The victims fell fast, in their point of view, and it was over in an instant. As she looked up from the two slumped over bodies, covered in blood from her finger tips to her mouth, her hands with a faint white glow about them, she saw a rough and tumble looking 'recruiter' who would knock her out, and the next thing she knew she was in an aptitude test for the academy. The kids ended up surviving, being rushed to the hospital and put on leave for assaulting the child, it ruled a self defense on her part. Her aptitude test was simple, she passed with flying colors, and she found a purpose to drive her forward, as well as a blanket to cover her more nefarious activities.
She resides in one of the barracks now, and eats what is provided by the state as she attends classes and blends in with her surroundings.

Appearance
She has a pretty lazy, care free face. Her hair is long and dark, usually tied back and she wears tight fitting kunoichi garb for freedom of movement, it being made of a material that reflects her body heat back at her in order to maintain a fine temperature in the cool climate of cloud. Her body type is one you'd expect from a child, underdeveloped and small, a bit chunky but the baby fat will fall off as she ages. She has a few hidden scars, from her time as a homeless orphan, and animal murderer.
Personality
She's a sociopath, any emotion she shows on the outside is purely for the benefit of others, so she can fit in where she needs to in order to survive the harsh cloud climate. She's a chameleon, and gives a terrifying aura of pure murder when she drops the facade. If she drops the facade, it probably means you're her target. She doesn't see death as anything but what it is, it doesn't make her sad or upset, and is most certainly not concerning to her when it happens to others, even those closest to her. She's driven to one goal, survive, and thats what she'll do.
