Someone with the funds to know about a world-wide event happened to hire someone with the wherewithal to brave the untamed wilds, to visit the more exotic and dangerous places that hide shinobis rather than utilize them. Every institution has the disenchanted and the angry, the rebellious and the independent and shinobism would be no different. Much has changed for Aburabuta these past few years. For one, he was no longer a child. Reckless yet ambitious without experience but in possession of a keen intellect, a fine monetary sense, seemingly limitless funds and of course now a bit of authority. You see, there is no such thing as 'having it all' there is always something more. Someone who has 'more' or who is 'better.' The climb never ends and it should not.

Hirotomi is a powerful man, not merely in terms of authority or funds, but physically as well. His body was graced with the good genes bestowed upon him by his mother and father. Tall, handsome, piercing eyes and a perfect smile to say nothing of his brilliant mind, benevolent gestures as a humanitarian and his skill. He was trained, privately of course, to use his body as well as his mind. His father ensured that he had the best tutors money could buy and it paid off. However, Hirotomi had no aspirations of being a shinobi. They were a pedestrian class of poo-flinging heathens as far as he was concerned. They enter bloody brawls for honor, out of boredom and to sate various interests and curiosities. All-in-all the shinobi people were a useless lot when they were not under his direct employ. However, shinobis did have their uses. For one, they were entertaining. For another, they recklessly destroyed whatever environment they were in forcing the community to rebuild. Shinobis due to their collateral damage and pricey needs were for him an economic boon.
Still, that raises the question why is he investing in his endeavor. The answer is simple, to tell the shinobi world that their villages cannot compete with good business sense. That what they had could be replicated. That they are not nearly as powerful as they think they are. That others, such as himself can take their business elsewhere, unless they are willing to work for cheaper.
Perhaps if some of these nukenin work out well he would keep them on retainer.
