Ninpocho Chronicles

Ninpocho Chronicles is a fantasy-ish setting storyline, set in an alternate universe World of Ninjas, where the Naruto and Boruto series take place. This means that none of the canon characters exists, or existed here.

Each ninja starts from the bottom and start their training as an Academy Student. From there they develop abilities akin to that of demigods as they grow in age and experience.

Along the way they gain new friends (or enemies), take on jobs and complete contracts and missions for their respective villages where their training and skill will be tested to their limits.

The sky is the limit as the blank page you see before you can be filled with countless of adventures with your character in the game.

This is Ninpocho Chronicles.

'Flaming monkey shit, what has gotten into him?' Gin watched the spectacle in silent rage, "I will personally dislodge that sparkler from his butt hole and---" The mumbles, to others, sounded nothing more then a few disgruntled oomphs, grunts, and snorts. She sat at the very brim of her seat, ready to pounce to retrieve him had he left class and drag him back at all costs. This was his career. He had given up to much to throw all of that away. And for what? Even the hatred she felt simmering from deep within her gut could not outweigh her hopes for his success.

The atmosphere neutralized, and instantly her rigid form relaxed into her chair. Rin had diffused the situation masterfully, to her relief. Thinking back, maybe Mempo much like herself, should have made it their responsibility to guide the aspiring trainees. It was not only the mistake of two that had brought them in this very classroom. It was a mistake of the masses. 'I suppose we have a nice flock of trainees...' One attracted her immediate interest; strolling in nonchalantly nom'ing on a cookie here and there. She smirked, 'I'll have to acquaint myself with this one later...'

Kinten straggled into the waiting silence, followed by a rather unfamiliar face--unable to match a name to the boy, she put the thought aside. Aside from the various levels of dysfunction spooling out through the minds of her subordinates, nothing truly troublesome seemed likely to emerge after Moro's little outburst. Those cookies smell good, though. Who told him he could eat in her class? Unruly little shits. It almost warmed her heart. Cousin Ryuuto would have shit himself, bless his traitorous little heart.

"I guess not, too bad. Moving on. If you make multiple arrests, all prisoners should be segregated and not permitted to communicate. As certain forms of mind-to-mind communication are known to us, it may be necessary to completely incapacitate any chakra-users among prisoners--that means unconsciousness. Transportation should be circuitous, to confound attempts to detect where the subject is being held. Stealthful transportation or concealment, such as using combination transformation, are ideal.

"On the matter of using force. You should only use the force necessary to arrest the individual. If you can avoid violence, so much the better. If the subject is too damaged, they will not be useful in questioning--at that point, an asset ceases to be an asset and becomes a liability. I hope you understand.

"As I said before, the operatives effecting an arrest should not participate in a questioning. Likewise, an interrogator should not participate in the arrest. Subjects will respond differently to an interrogator whom they've seen before, especially if the interrogator was an arresting operative. In general, the evidence shows that this difference detracts from our operations." She glanced at Kosei.

"Upon arriving at the Sileo, all materials confiscated from the subject should be delivered to lock-up. A report should be delivered to an attending senior officer, such as myself, the Vice Commander, or Risu-taichou here. Reciting something to a buntaichou is insufficient. A complete report should be provided to the interrogator--in this case, one of those I just named--and that report should be by the leader of the arresting party and include a description of what occurred leading to the arrest and what occurred during the arrest, an inventory of what was confiscated from the subject, and any statements from the subject.

"A subject should remain hobbled throughout processing at our facilities. The subject must comply immediately and precisely with orders if he has not been deafened. Any time a subject is moved, they must be hobbled as they were during their arrest. All items belonging to the subject should be inventoried and stored, and a list of these items provided with that report. The subject will be photographed, fingerprinted, and have a biological sample taken. After that point, processing goes wholly into the hands of our staff; you can read about procedures there another time."

The projected image listed the individuals one could report to and the list of things said report should include.

"The most important thing is that the report be timely. After that comes accuracy. Lastly, completeness." She smiled slightly.

"So--allow me to ask: Where do the ANBU have jurisdiction?"

As Ayumu stood there by the door, eating his cookies with a somewhat noisy crunch behind each chew, the instructor of the class seemed to cut her eyes at him briefly enough to notice him. She didn't appear to pay him much attention, but little did he know, she was lusting over his cookies, deep down. He assumed that he had walked in just before an invitation for questions, as nobody seemed to be saying anything for a few moments after he arrived. He looked around and found that one woman was looking in his direction, probably interested in the cookies. He simply smiled and nodded, knowing she was probably too focused on the cookies to notice him anyway. After the silence, the Sennin continued with her lecture and Ayumu continued to shovel in the small bite sized cookies that were just so goddamned delicious.

The topic of conversation was on making arrests, which suggested that the topic of the class was basic protocols. Ayumu wondered if all those in attendance were ANBU in Training like himself. He was a brand new one, so he had never met a single one of his new colleagues. He wondered if they noticed the new face. ANBU were supposed to be perceptive, after all. Her point that suspects should be separated made enough sense. Naturally if they were together they would have the opportunity to collaborate and make a story to feed the interrogators so that they would all give the same story. Of course, he would not have though about telepathy, so that was something to think about.

Avoiding violence was something he could also agree on, though it was not because he was a peaceful person. Fighting was tiring, and having somebody come along peacefully sounded much simpler. Any other reasons for avoiding a fight didn't really matter, he didn't need convincing. On the subject of the arresting member and questioning one being different, he had no opinion, so he would simply follow protocol on that one. She seemed to look at someone in particular, which made Ayumu wonder.

As more protocols were conveyed, it was revealed to Ayumu that one woman present was actually a captain. He looked around the room, now wondering if it wasn't just trainees present. Why were they all in attendance? Needed a refresher? Had something happened? Unfortunately his curiosity had distracted him and he missed some of the instructor's words. That was a shame. He still needed to review the handbook anyway, so he guessed he would see that in there somewhere. Now it was time for a question. He didn't know the answer, but perhaps if he took initiative and answered first, that would be a good thing.

"I am new, so I don't know this for certain... but, I would think absolutely at the borders the village in regards to those attempting to leave unlawfully, as well as inside it in regards to shinobi crimes... and then outside of it as well, with proper orders such as to pursue a criminal. So depending on circumstances, everywhere, basically?" he offered before promptly tossing another cookie in his mouth. He didn't care terribly if he was wrong. She would tell them the answer, and then he would know. There was no harm in guessing now. The worst that would happen is she might call him a chucklefuck. In front of all these people who would be his colleagues. Oh God.

Jeada was about to go ahead and move infront of the ANBU who had rudely stated his opinion. However, such an act seemed highly unnecissary. The Sennin raised her voice and everyone in the room went quiet. It shocked some and killed any last murmurs that were still going on from the outbust of the ANBU. Jeada simply nodded his head in agreement with her statements. Nothing vocal came out of his mouth. His body didn't move from his position and his mask stayed exactly where it belonged. He didn't need to say anything. The reason of him being a captain was that whatever he was told, he would follow to the letter. He knew when it was time to relax and when it was time to be observant and listening. He had a carefree attitude at most times but there was a point where he had to care, being that way all the time would have gotten him killed a long time ago. He stood in the back still as a wall listening to everything the Sennin had said. At first he found it slightly offensive that himself nor Joukuu could be the one that they reported to and that another captain was able to but then again he thought it through and it made sense. He was the captain of the Raikage guard and Joukuu had special divisions. It made no sense for them to report to either of them. Sure both could relay the message onto the one of the three, if they were busy. But there being three of them, that shouldn't be ncessary either. Then Rin asked the big question. Where did jurisdiction lie? With the whole internal affairs going on with the main branch, this was an on going question. Jeada new that in the Raikage tower, he had jurisdiction if something where to happen to the Raikage. He was the captain of the squad of course.

As Captain of the Raikage Guard squad, I know for sure that my squad has jurisdiction when it comes to the Kage himself and his safety. Obviously we have jurisdiction over Sileo and also the Tarterian Specus. However with the new specialties within the main branch, does our old jurisdiction over the village still apply or is that only when we are neeeded/told by you or the Raikage that we have the jurisdiction at that point." Jeada may be a captain but he was still new and being new to the post he doesn't have all the answers as of yet. This was a class, so even he would learn from this experience.

Rin grinned. Here was a subject of uncertainty. "I may have reduced our mission, but our jurisdiction has not changed. We are responsible for the safety of all of our shinobi and responsible for rooting out and destroying treason. There is no place in this village which is closed to you should you have probable cause. The Gates and Torre have especially been our designated domain for showing ourselves. Our Sileo is inaccessible to anyone outside of our group. Elsewhere, we are a silent presence which should be rarely seen or felt. Discretion is one of the best traits an ANBU can have. Anyone who struts around in a mask and costume is just an actor or clown. We are accountable to a greater purpose--the preservation of our way of being, and the promotion of Cloud Village as the best source of contract work.

"That leads to more questions--what do you do if someone tells you you have no right or authority to look into something? What if a Sennin tells you that? What if you are investigating a sitting Raikage? Tell me what you think is the best path, the route you would take."

From the Commander's words, it seemed Ayumu had been more or less correct... at least about the inside of the village. Any place was their domain, as long as they had good reason to be there. There just had to be a good reason- how hard could that be to come up with? Why, with his ability to lie, he could probably come up with a reason to be anywhere! Ah, but now the Sennin truly had a good question. What happened if someone of a higher rank told him he had no right to investigate them? What would he do? He rubbed his chin in thought, and one obvious answer came, though it wasn't exactly conventional.

"Hmm... well, I'm not sure what I would say. But, what if you just never let them know you're investigating them? Never get caught. I think that is the route I would take," he spoke up once more. It was sort of a "cheat" answer, maybe even avoiding the actual question; however, it was still an answer. That was the route he would try to take. He wasn't sure why he was speaking up at all, as a brand new trainee. Perhaps it was because the last question had only prompted his answer and one other's. He felt like somebody had to speak up, at least a few people, so the Commander didn't lose all faith in her branch. He hoped he wasn't too far off with this answer, or if he was, he hoped somebody else would produce the right answer. He felt a little awkward just listening to the silence.

Kosei cracked his neck, using the vibrations from Rin's increadible caps lock speech to aid him. "Hm." This really wasn't his day, not since he'd realized he'd finally been able to utalize elemental chakra... at the expense of his chakra bank. For those of you who are just tuning into Kosei's life, he was a shinobi gifted with a rare disorder that doubled... no, tripled his chakra bank. It had it's ups and downs. With his enormous chakra came great power, great ninjutsu prowess. Puppetry. However, with it, he sacrificed his stealth, a vital feature of an ANBU. His chakra gave off a constant pressure that caused headaches in those around him, unless they also had a chakra bank as large as he.

But today he didn't have it. Nor the day before. Nor the day before. Specialists at the Aesculapium suggested that there was some form of blockage in his chakra system... but it was only speculation. There had been, by happenstance, no doujutsu users on staff this week, and Kosei would need to go back the following week for yet another followup. In the meantime, Kosei was brushing up on knife fighting, a skill he'd taken interest in during his academy days. With two days of simple recall, he'd nearly perfected his old technique of fighting with daggers.

Kosei grunted when the question of jurisdiction came up. Wasn't it obvious? ANBU had no jurisdiction; no set boundaries, at least. Yes, there was no place hidden to them within the borders of the village, hell, even the country, but there were certain conditions where their jurisdiction stretched even beyond that. Say a shinobi nuked, and fled to Leaf. A... shall I say, "recovery" team would be deployed to "reaquire" said shinobi. They would have jurisdiction in Leaf, provided they cooperated. Off the top of his head, Kosei couldn't think of any real interaction that the village had had with Leaf... or ANY village, for that matter. But whatever. To hell with it. Finally, Kosei spoke up.

"That depends. If some ANBU or AiT is just snooping around classified files... well that's not their business, lightly put. It's questionable, so it's probably treason. But now consider this: what if the Raikage, or any governmental figure, for example's purpose only, has been leaking information to another village, information that could lead to our ruin... i.e., treason. It is the people's right --no, their duty-- to remove said official. The tricky part comes in right there. If people start looking for evidence of conspiracy, officials will label them as conspirators. It's a fine line. Bottom line, you need proof, and you better be damn sure not to get caught."

"Hmm... well, I'm not sure what I would say. But, what if you just never let them know you're investigating them? Never get caught. I think that is the route I would take," Kogami replied.

Rin nodded, even though the answer was a cop out. "That's usually the best way, but it's not always possible. Inevitably your best laid plans will go to waste some day. When that happens, you should still be prepared to act."

"That depends. If some ANBU or AiT is just snooping around classified files... well that's not their business, lightly put. It's questionable, so it's probably treason. Rin raised an eyebrow. "Again, what do you do if you are caught? What if your access is blocked? Think realistically." They're just thinking as individuals. None of the main branch trainees are accustomed to acting as a unit or relying on each other as resources, not even their superiors. If that's the case, how are they going to manage to delegate functions as operatives, or as buntaichou, or as taichou? Leadership training looked increasingly necessary... Teamwork training looked increasingly necessary. What's the best way to manage it? That's something I couldn't give them the first go-round.

If these trainees were unsuitable, their flaws would reveal themselves in time--but she didn't believe that most of them were critically flawed, simply that they were naive, and that they thought themselves invincible and without need of support. She had told Ouja otherwise, she had told Himura otherwise... And still more of her trainees, more of her staff needed to know that they were not isolated, and that their success depended on recognizing that their talents were greater pooled than alone. No one says 'go up the chain of command,' no one says 'use a connection at the office.' Evasive answers instead. What happened to the wink and handshake?

Kosei's answer wasn't met with complete acceptance, like he'd hoped... well, for that matter, there wasn't much acceptance at all. It had kinda been like a hot air balloon that got hit by a heat-seeking missile... whatever that was. Kosei's head fell to his chest, not in defeat, like he'd never get that right answer, but only to think a little more. There were a few moments of silence where nobody said anything. Did nobody have an idea? Only one other person had gone before him, and he'd seemed to get the right idea. After a few more thought-filled seconds, Kosei once againspoke up.

"Well... if there's no way to get evidence, be it because access is blocked or some other reason..." The teen paused, recollecting his thoughts. He didn't quite know how to word this in the best way possible. "In that case, I would gather other like-minded individuals. I would gather a group of people to confront the offial in question, to get to the bottom of things." Again, he paused. Kosei wasn't exactly sure of whether or not it was the correct answer, but he sure as hell seemed like the right thing to do. "Is that what would need to happen?'

Ayumu smiled slightly at first when she responded to his answer. It started out sounding like he was right, but she twisted it in to an 'assume you've already failed' scenario. 'But technically, she still said my answer was usually the best way!' he justified in his mind. Still, back to the drawing board. He listened as his fellow classmate gave an answer as well, though he came to the same conclusion: avoid getting caught. The Commander was having none of that answer. She rephrased the question and posed it again, asking them what they would do if they were caught. Ayumu thought about this new scenario, wondering exactly what he would do.

Ayumu's classmate was first to speak up this time, suggesting that in the hypothetical situation, one might gather others to confront the official. While using others was not a bad idea, Ayumu wasn't too sure that it would really work. 'Even if you gather others... what's to stop the official from keeping up the lie?' he thought, scratching the back of his head. Without evidence, a confrontation was meaningless. If you had already been caught, you couldn't get evidence. That was a pickle!

"Well, assuming that I've already failed at getting the evidence myself... or perhaps bribing someone else with access to it, or other various options," he started out, thinking as he was speaking. 'And assuming ANBU doesn't throw me under the buss to avoid responsibility for me,' he added, purely in his mind. He suddenly decided he had spent enough time standing near the door- after all, he had already tried answering a few questions so he was pretty much committed to the class. It wasn't like he was going to be able to sneak out if he remained by the door. He started walking towards a chair nearby.

"Assuming I've already been caught and I can't access the evidence due to clearance, I suspect I would have no choice but to get somebody with the proper clearance to take over. A Captain, the Vice Commander... perhaps you, as the Regent Commander, if the suspect is high profile enough. Although, I fear if I were already caught snooping somehow, it might already be too late," he continued as he reached and took a seat, putting one leg up on the other knee and resting his hands in his lap. 'Ah, but surely they would just disavow me if I screwed up like that, right?'

Shindou has been listening to the questions and answers that has been thrown around and of course some answered the questions correctly but this current question puzzled some of the ANBU. If the old vet was investigating the Raikage for misconduct or another higher up and he was caught what will he do? In order for Shindou to investigate anyone he needs approval of the ANBU Sennin which means he has clearance in anything area within Kumogakure just like the question said before this. The Main branch sennin and Medical Sennin has nothing they could say or do from continuing his search.

In order for me to be investigating the Raikage or another high ranking official I would need approval my you of course. This would automatically give me clearance to search there belongings because ANBU jurisdiction is all of Kumogakure. The Raikage may have finally say but in the events that he or she is a suspect for treason there power over ANBU becomes null until further notice. I will continue my search under the authority of the ANBU Sennin.

OOC said:
Where is everyone?

"You can gather a group, yes, but the more people you involve, the less discreet the proceedings become, and the likelier you'll end up with a case of mob justice... With either you or the target of your investigations being lynched as the result. So certainly, pulling in a team is one method, but you should already be analyzing the likely outcomes of your actions. Don't choose that route unless it has the likeliest chance of success.

"A better road to take might be to use your contacts. Perhaps you can't snoop around after you've been caught because your particular skillset isn't a match for the job, or you have become too familiar and can't count on the art of disguise to help. Maybe you can pull strings with your target's organization--someone owes you a favor, maybe, or you've got a friend with an 'in.' Think differently. Not everything needs to be done by you alone. Nor does it need to end in a four on one dogpile at the Gates when things turn sour.

"You can come to me, you can come to the Vice Commander--and if you're not investigating the Raikage, then I would speak to him if that became necessary. Following the chain of command can be like shooting a spider with a fireball, though, and lead to indiscriminate slaughter... Metaphorically speaking, of course. If you are investigating another Sennin or very high-ranked individual, this is probably the best path to take. Of course, if they're not near the top of the food chain... You also have the option to speak to the target's higher-ups--whoever might have authority or influence over him.

"If we suspected the Raikage of treason, we would have larger problems to deal with than questions of following the chain of command and who has jurisdiction over what, where, and when. Cloud is fortunate, in a way, that our traitorous leaders have elected to flee rather than act out a farce in the Torre. Should an event such as that come to pass... This village will burn. We have protocols for the occasion, but let us all pray that we never need act on them."

Rin cleared her throat. "I think the correct path should be suitably clear to you all at this point. So, to wrap things up. Tell me what you should report when an incident occurs, to whom you should report, and how and when."

The Commander's point seemed to be "make use of all your resources, not just yourself," or at least that's what Ayumu took away from it. He had hoped his answer had been right, but she wasn't really giving him a direct indication that it was. He supposed being right was less important than learning the correct answer, so he bit his tongue and let the Commander move on to her next question. This was a question he truly did not know the answer to. Whether on a team or solo, he wasn't really sure. He guessed that everyone on a team would be debriefed after and submit reports on a mission. Solo, he would suspect it was necessary to file an incident report. But file it to whom? A secretary? The Commander herself? Immediately? The next day? He hadn't gotten to that part of the procedures yet either. This time, he would let somebody else field this question. He slumped back in his seat and crossed his arms, looking around for someone else to speak up. Perhaps one of the other two men that had answered the last question. Ahh, who was he kidding? He had to guess at least.

"I suppose you would want to make your report as soon as possible so the incident details are fresh in your mind when you write or give it. Don't know who it goes to, though... Hey, I'm new," he said, taking a stab at what sounded logical and using the new excuse once more. He hadn't filed a report as a trainee yet, so how was he to know? The important thing was that he was taking the initiative to try, right? Right. He waited to hear other answers, sure somebody else knew the actual answer. At the very least, the Commander would set them all straight in a moment.

"Solely dependent on the severity of the incident. For example: to report the details of a successful routine mission, your immediate superior. To report a nuke, an inter-corps murder, or Raiden forbid a combination of the two, go straight to the Reagent Commander. Err on the side of caution, and as much as I hate to leave it up some of you to use your personal discretion, try and use common sense. Bigger is not always better...Unless we're talking bolters of course." Moro chucklegrunted, and was almost assuredly the only one to do so.

"Reports should be a clear and precise recounting of the events in chronological order. Snapshot jutsu are optimal, if not, as much detail you can possibly muster. Just because you think something isn't important, doesn't mean that it can simply be overlooked. Who you make your report to could very well catch something in your recounting that you initially missed. Reports that require immediate attention should be made in person, those that are not time sensitive can be made in writing.

"If I can forcibly shove one thing into your brains, trainees, it is that reports must be made IMMEDIATELY. Not after you take a shower, change into your jammies and have your mommy make you a sandwich. If you can walk, drag yourself to your superior and make that report even before you get patched up.

"Intelligence sharing is absolutely key in keeping this village running smoothly. When it comes to making reports, while some of you might be worthless sacs of flesh, your report is important regardless of rank or circumstance."

"Well what to say after that? I'm fairly sure all bases have been covered. However, I would like to... Lend to what Tagiushi-San has already covered; just use your common sense. I am sure there are a small handful of you, at the very least, that have some." Gin looked over to their newest trainee, Kogami Ayumu, and gave a slight smile. He showed promise and was one of few to actually be engaged in the class. Admittedly, she felt bad for spacing out so much and missing half the class, but it wasn't like she didn't know about half this crap. 'I would suggest that our regent commander write a "Being An ANBU: For Dummies"'

"In the event you lack such sense, take note of every detail and record it mentally. The more (accurate) information you're able to give, the better we can all do our jobs. I'm sure you all are capable of spouting out information listlessly. Reports are that simple, and a vital part of what we do."

"Let me put it this way, what's easier? Taking thirty minutes out of your time to verbally or in writing, deliver a report? Or not giving a report and getting a good tongue-lashing? Or worse. Whoever had gotten them all sent to this class in the first place was lucky enough this time to leave with their jobs in tact. But she could only imagine what would happen to the next person made such a mistake. She stayed silent from then on. What else was there really to say?

Again, Kogami responded, but was at a loss. How the hell did he get to Jounin without knowing how to get a report? Ah, hell, what the fuck are they teaching in the main branch now? At least two of her proper operatives had a handle on things.

"Exactly so, Tagiushi-san, Hoshiko-san... And now the rest of you know. If there are further problems on this topic, understand that you will be held fully accountable, all of you. When in doubt, say something."

She glanced around the room. Some of the rankers had dozed off. Ouja had never arrived. Joukuu hadn't shown his face, but that wasn't exactly a surprise. Himura hadn't shown up. Very disappointing. At least some of the trainees had the sense of a squirrel and showed up, even if they were off somewhere in mental masturbation land, dreaming up Raiden only knew what manner of bullshit. Probably inventing new ways to make life annoying as shit.

"Dismissed."

Everyone who showed up gets credit for an ANBU class to go against promotions or cool kid cred.

Ayumu glanced from Moro to Gin as they spoke in turn, each having a good bit to say about the question the Commander had just asked. Of course he could rely on his sempais to provide the right answer. He was glad they had spoken up and come to the rescue of their poor struggling trainee. Naturally, as he had just joined the ANBU so recently he hadn't even had a chance to learn the regulations yet, he would not know for sure who exactly ANBU gave their reports to, or if it were any different than the Main Branch he had been apart of until recently. The Commander would realize this if she was logical, as he was sure that she must be. He had faith in his Commander. At any rate, he knew now, thanks to his informative ANBU upperclassmen.

The class was now over, and it had been very short, but then Ayumu had showed up a bit late due to the ridiculously impractical method used in informing him that there was a class to begin with. Still, he was slightly disappointed to find that it was over all too soon. Hearing about it from the Commander herself was far more interesting than reading some bland regulation book. Ayumu adjusted his glasses and stood up from the seat he had just recently taken. He dug a hand in to the bag of cookies he was cradling and pulled out a cookie which was promptly tossed in to his mouth. Damn those cookies were delicious. 'Well, at least the day isn't completely ruined,' he thought as he strolled out the door.

Well these operatives were as proper as they came; especially considering they were lacking a good crop of Mempo. The newly appointed Agent, Oujou KaiKai, seemed MIA at the moment, while she was unsure about all the others. The bulk of their ANBU were trainees now; more reason to brutally hammer protocol into them. There was no doubt they were all being taught by the best person for the job, Santaru Rin. Gin was taken aback by the woman's approval, given she and Moro had been silent most of the class, but took it graciously.

As many of the trainees would notice, the regulations were for the most part common sense. She had to have faith that the Regent commander had let these men in the corps for a reason. They all had qualities the ANBU sought for, but now it was their duty to prove they could put such qualities to productive uses.

Standing, she quietly thanked Rin for her time as she walked by and out of the room shortly after Ayumu. Maybe she would take a stroll and go find some bakery to buy herself some cookies.

"Those looked like some damn good cookies..." Mumbled Gin to herself, as she made her way out.
