:Kinjutsu Surgeries:

In Kumogakure, Kinjutsu are regulated and distributed to Shinobi in order to curb the death and chaos cause by those who independently travel their dark paths.

How to gain a Kinjutsu surgery
Must have a topic with the Medical Sennin or a Med-nin Chief where your character will have previously applied for the surgery by filling out Form '2.1'. Your character will then be interviewed and will either be allowed or denied the surgery. This topic can be included in the kinjutsu application given to council. The form also has to be approved by the Sennin or Sesshou.

Please use Form 505.1A below when requesting a Kinjutsu Surgery

Reasons for denial may include (but are not restricted to):

doubt in the mental stability of the character

doubt in the characters loyalty to the village

doubt in the characters ability to control the powers of the kinjutsu

doubt in the reason for gaining the kinjutsu

Warning: performing Kinjutsu surgery without proper skill (experienced level) and authorization is going outside of hospital protocol and the perpetrator WILL be punished. Punishment will result in the revocation of one’s medical license and depending on the situation, either temporary suspension or permanent expulsion from the medical program.

For example, if a medic with novice level surgery skill performs a medically necessary (even life saving) transplant surgery while on a mission behind enemy lines, then a temporary suspension may be issued. Additional charges brought on from illegally performed surgeries include, but are not limited to: reckless endangerment of a fellow ninja, Malpractice lawsuits, Damaging village property (organs used for surgeries if any), operating without authorization, being a mad scientist, becoming a quack doctor and being a crackpot etc.

Kinjutsu not gained from the hospital:

Shinobi who are caught with one of these kinjutsu who do not have the pass (found on the characters passport) for the kinjutsu are to be imprisoned and will be treated as guilty for multiple accounts of murder in the first degree.

Shinobi who gain any sort of Kinjutsu from a source which is not the medical branch must make their Kinjtusu known to the medical branch and receive the appropriate update to their passport. This goes for Kinjutsu which the medical branch are unable to give out as well.

Note 1: In this regard all shinobi permanently have passports, whether those passports have been allowed by the Raikage office to travel or not is seperate, however it is the form of ID that all shinobi carry with them at all times.

Note 2: To register a kinjutsu a shinobi must simply post up a thread in the Aesculapium having filled in Form 2.2, at which point the sennin will approve it.

Please use Form 505.1B when registering a Kinjutsu not obtained from Medical Branch administered surgery.

What happens to this information:
It is recorded in a co-operative system between the Medical Branch, ANBU and the Raikage Tower, all Sennin have access to the information detailed. Access to this system must be allowed by one of the Sennin or the Raikage.

A list of all those who have lawfully registered their Kinjutsu with Kumogakure no Sato.

If you're not on the list and you should be, private message myself or a member of Council and we'll add you to the list. Even if you did not receive your kinjutsu through surgery, you must still register yourself at the hospital. To reiterate, these records are in a co-operative system between the Medical Branch, ANBU and the Raikage Tower. All Sennin have access to the detailed information. Access to this system must be allowed by one of the Sennin or the Raikage. By not being on the list, your Kinjutsu is deemed to be illegal.
