Kushin had just left the Raikage Tower. His decision was final, and he knew that chances were that the Raikage wouldn't back down either. After all, to do so could make just who ran the village become questionable. Yet he didn't care. None of his branch would go on those missions to the mainland in search of Masao or Enishi.
To Kushin there were multiple reasons.
What if they found Masao and or Rin? Then they had abandoned the village, their children, their home, in a selfish act of betrayal. Kushin viewed both shinobi with too much respect for him to need to kill them, and he certainly didn't want the moral of the village to drop. Both shinobi were shinobi viewed in legendary status. Both had been great shinobi in their youth, and coming out of retirement proved just how great they truly were. Perhaps the second time around was Masao's time, the time for him to show the village just how great a shinobi he was.
What if during the search for Enishi he sprung a trap. With a mere three shinobi he managed to take on two Sennin, a kage and several other shinobi and it took the sacrifice of one of the Sennin to finally end the battle. To scour the land would spread shinobi resources thin, it would mean small groups covering a wide area, and with that kind of a set up Enishi could kill many shinobi before meeting someone strong enough to put up a fight.
The Medical Branch would not partake in either potential situation.
Kushin was calling an emergency meeting. All medical staff would find out that there would be repercussions for ignoring his word.
