Ninpocho Chronicles

Ninpocho Chronicles is a fantasy-ish setting storyline, set in an alternate universe World of Ninjas, where the Naruto and Boruto series take place. This means that none of the canon characters exists, or existed here.

Each ninja starts from the bottom and start their training as an Academy Student. From there they develop abilities akin to that of demigods as they grow in age and experience.

Along the way they gain new friends (or enemies), take on jobs and complete contracts and missions for their respective villages where their training and skill will be tested to their limits.

The sky is the limit as the blank page you see before you can be filled with countless of adventures with your character in the game.

This is Ninpocho Chronicles.

Everyone has been momentarily detained.
All the parties in the room has been placed into individual cells for the time being.
The rooms are lukewarm with a comfy bed, a sink, and a toilet, all looking fine polished. Almost makes one feel right at home. But it’s silent, it’s quiet as you are unable to hear anyone outside, the doors were locked tightly behind you, and the plastic windows only permit you to see the hallway outside. The area you are locked in is the “Nice” Wing of the prisons, where those who are not fully arrested but merely detained are kept.

Each person writing afterwards this and then after that is to expect the following:
  • A small group of Shinobi opens your door and escorts you into the interview room.
The interview room is bright and open. A single chair sits in front of a large desk where 7 people are seated, all looking to be in the ages of forty and above, except for a one or two, appearing younger than the rest.

"Please, sit."
A dapper looking gentlemen with a warm tone and soft speech said as he directed his hand towards the lone chair in front of the desk.

[Once seated in the chair the interview commences.]

“Please give an accurate description of the events that transpired inside of the meeting”
The man in the dark jacket and a red tie snorted as he held a pen in hand above a piece of paper, ready to take notes.

“Thank you. You are free to go. But please stay within the gates of the village if at all possible.”
The woman appeared to have gotten some of the shaking away, but her voice riled with emotions yet expressed.

Upon finishing your report, leave the room, and then go on about your business. Then the next poster does the exact same. Easy enough no?
After everyone has given their description the thread is complete.

Haruka stepped purposefully into the room and gave the council a humble bow of greeting. She sunk into the chair quietly, eyeing the committee of council members as they all stared her down. It didn't intimidate her because she knew that wasn't their purpose. They only wanted answers. Something to tell the people so that they could come to understand and grieve. She folded her hands on her lap, waiting for their permission to speak. She crossed gazes with a few of them before one spoke.

Lord Hayata sent out an invitation to a few of the shinobi force leaders in the village. I attend at the request of Hayata-Sama, as well as extending an invitation to the future leader of my clan, Shima Ai so that he might gain experience. The meeting was about to commence when Isaki Hoshikata barged into the Torre. I heard shouting from the hallways, asking him to leave, but he ignored it. It seemed he had business with our Raikage, but Hayata-Sama found it imprudent to discuss matters at such an important meeting. By that time, everyone had arrived to the meeting. Shinrya-Sensei was the last to arrive. Isaki-San, he's very egotistical man and he does not like to be ignored or brushed aside, so that only made him angrier. He had felt slighted by the Raikage, not being removed from exile as promised and treated with mistrust after he had aided our village.” She scoffed at that. “So, he insulted our Raikage, hoping to provoke him, and began to attack.” She fell silent for a moment. Why didn't she stop it? Haruka still doubted if murdering all those people was the right decision, but she had to live with it. She had to make herself believe it was right.

I'm sure you're aware that Hayata-Sama sent Isaki-San to Kirigakure this past year, along with Shashu-San and I, to destroy the source of his power. I admit my failure. We accomplished our journey and saw him perform an unusual ritual. We thought he had been leveled then, but I was wrong. He was unimaginably strong as he fought our Raikage. I suspect that the ritual was fabricated in order to lull us into a false sense of security. We could not stop him until Hayata-Sama, Kaguya-Sama, and Ejji-San had all fallen. Even with the medical team we had, we could not save them. We were fortunate to kill Isaki-San, having been weakened by Kaguya-Sama and Hayata-Sama. Shinrya-San then ran for help.

Hayata Shin gave his life to protect us. I only wish we could have done more. Those three who had fallen are heroes to our village and should be remembered as such.” The fire burned in her eyes. Men like Kaguya Daisuke should never die in such dirty ways. Even as he stepped up to die, he reassured them that this was an honorable death. That didn't ease the pain though. It didn't justify the taking of his life. A moment of silence past before she spoke once more.

I have one last wish from the Raikage. It was something he spoke of briefly in our meeting. He wished to give the people more of a choice. He wanted to create a world of liberty and love. He was planning on leaving the office soon and desired the next Raikage to be chosen in a democratic vote by the people of Kumogakure. I urge you to respect our lord's last wish.” She stood and bowed, keeping her head down.

If you have no further questions, my Lords and Ladies, then I will take my leave.” As she stood back up, her face a miserable sorts as she frowned, her eyes crossed gazes with one of the younger council members. A man like that was the only hope. She found it hard to believe the elders would so easily accept such a proposal. However, there was always hope.

“Please give an accurate description of the events that transpired inside of the meeting.”

Ai looked up at each of the councilors, his mind a flurry of activity. Bright, young eyes stared at each of there faces, trying to get a sense of what they might have been feeling at the time.

Some seemed tired looking, others deceptive and cunning. The old guy just looked plain old crazy. Then there were some who seemed to be at peace with the situation; maybe they had good poker faces.

Ai thought back to what had been agreed upon in that room. Remembering the story and tale he was supposed to relay to these officials. He also remembered his cousins warning.

"We all go down."

Whilst all these thoughts ran through his mind, however, a small smile never left his face. He appeared to be a young man with a hopeful tint in his eyes, ready for all of it to be over and to get on with his happy little life.

But something was wrong. It was all wrong. He had made himself a promise back in that conference room. To never let anyone incompetent lead their village again; to never let a hypocrite take charge.

These were the people who would be making that decision, and he had no idea what the others might be saying in their interviews. That's what was truly dangerous about the situation.

If any of the others said one thing out of place, no matter how little. Doubt would be thrown into the spectrum. Let alone if one of them decided to tell the truth in confidence and then be protected by these politicians.

"We're waiting." reminded the crazy old dude.

"Sorry, just collecting and organizing my thoughts." replied Ai.

Time was running out. He needed to decide what course of action to take.

"Lies... or the truth." he pondered.

.

.

.

.

.

"I killed them all. All four of them, by my own hand.

Hayata Shin was a cancer, he made us weak.

That medical guy just got in the way.

Mr. Hoshikata was someone who should have been killed long ago.

And Ejji was an idiot who wasn't going to keep her mouth shut."
he finished, looking at each of their faces.

He would take the fall for her. They were going to blame someone for this, and there was no way the young Shima was going to put his bets on those medical shinobi.

Besides, all the evidence would point to him should anyone uncover any. "Might as well get it out of the way now..." he thought, sighing softly.

"Oh?" A raised eyebrow was all the reaction that came from the older gentleman.
The rest seemed shaken at best. Like they were unsure what to do.
A silence had broken out as the tensions raised in the room.

SURmvM3.png

The woman writing had stopped after taking a few notes to rest her shaking hand, and turned to the others.
"The laws are clear on this matter.."

sn3dPqN.png

"True. But we shouldn't deny the possibility of cover stories."
A cool and relaxed demeanor was on this man's frown as he spoke calmly to the others.

They all looked at each other for a few seconds as they nodded, like a silent agreement was made.

"You are to be detained until we complete the debriefing for everyone. When we're done with those you will be returned in here for judgement."

Without any further time or moment for rebuttal the guards walked down to the chair and retrieved Ai and escorted him out of the room and back into his cell.

______________________________

After a few more minutes, of sitting lonely in his room the door to his cell opened. Keiji had been lying on his bed and relaxing, getting up he made his way, following the guards' instructions he was lead into the debriefing chamber, settling down in the lone cold metal chair in the room.

The council members loomed over him like a group of falcons looking for quick pickings from a mice den.

Keiji eyed them defiantly as he repeated the mantra in his mind How dare they insult me by bringing me in here, how dare they insult me..

The man from the Meeting room spoke first, asking for an accurate description. He eyed the man for a second, then closed his eyes and took a deep breath to calm his nerves.

"As you will, At first, I was among the first two to arrive. Some ANBU had already settled in the room, delivered a letter apparently. Anyway after me, Haruka entered with Hoshikata, and her cousin. then Daisuke, the Medical Sennin, Ejji, the Genin, and lastly Kitsune made her appearance. The meeting seemed to be going well at first, but suddenly in some manner of disagreement over past actions Hoshikata broke out in anger and attacked Shin. Killing him in cold blood. The rest of us, minus the ANBU, whom had apparently left before the fighting had begun. Retaliated and managed to kill him, but only after losing both Daisuke and Ejji in the process.

Then Kitsune left to deliver the report to you all.

I'm not sure what else to tell you.."

After he had finished delivering the report he left the room and was escorted out. Not sure what had happened entirely. What was gonna happen to him if someone else cracked? He shook his head to throw the thoughts out of his mind.
"Heeey! You did good baby boo!" "Names? Really? Are you sure that now is a good time to start with that?" "Oh quiet, you know you love it. You serious seriousness!" "Right.. Whatever, forget I ever asked.. Where were you?" "Getting a sandwich.. You know there's a lot of shit in here, right?" "..... i'm not even gonna ask.. Let's get on home" he was already walking his way home as they were talking, and short after on the way his companion appeared at his side, the medium sized brown canine.

Kitsune was sitting on the bed, leaned against the wall, with her eyes closed, seemingly asleep. It had taken a while for the others to be interrogated, so she assumed that she was the only one remaining now. Finally, a guard knocked on the door, bringing Kitsune out of her meditative state. It was apparently her turn to be in the hot seat now. ”Hai hai, guard-san.” she sid and got off the bed, and walked to the door where she’d then be escorted to the interrogation room. Once inside, she sat down in the chair as requested and was asked about what happened.

”Well. I believe I was the last one to arrive at the meeting, it seemed to be going smoothly at first, but then Hayata-sama said something that made this Hoshikata person more or less go nuts, and he assaulted our dear leader, with the intent to kill. Which he succeeded in. Unfortunately he also managed to not only subdue Daisuke-san and Ejji-san, but also end their lives, before we managed to stop his rampaging.” Kitsune said, pausing a bit to decide her next words. ”Prior to his rampage he mentioned something about having a known terrorist manning the gate. There are only a handful of terrorists known to us, and he mentioned that it was a woman. You might want to get someone on that as soon as possible, because if we can’t trust our gate guards to keep terrorists away from the controls, then how the heck do we stay safe?”

She took another pause and looked at the councilors. ”As some of you might be aware, Daisuke made me his second in command upon re-instating my rank as a Chief Mednin. That means that as of his death, I’m now the new Medical Sennin. I will strive to do my utmost in this task. If I am needed for other tasks, please let me know.” Kitsune said with pride gleaming in her eyes. She wasn’t going to let anyone down, least of all Daisuke. ”I’ll be taking my leave then.” she said before getting out of the chair and walking towards the door, head held high like a proper noble, and upon exiting the room, Kitsune warped out of the building, and straight back home. What a screwed up day this had been…

Another Councillor, a woman with a scar across over her left eye, spoke up as Kitsune left.
"Before we move on, there's another point I would like to address." A quick tap of her stylus brought up a record of Haruka's testimony on the tablet before her.
"Shima Haruka mentions a Chuunin, Tsuirakuya Shashu, that accompanied them on their mission to the ruins of Kirigakure and witnessed the events that happened there." She stroked the tablet a few more times. "The mission file states that she shadowed them for a little over a year before returning to the village, a period that would have given her ample opportunity to observe both Hoshikata and Haruka. If we are to believe that this Hoshikata was capable of not only bringing down the Raikage and two other Kumo-nin, one a Sennin no less, but doing so in the presence of four other Shinobi there needs to be outside verification of his abilities. We could also stand to have a more current character assessment than what we have available." The woman paused for a moment, tapping idly before continuing on. "Her file shows no reason to doubt her testimony, quite the opposite in fact. She has fought to save the former Raikage's life once before, and if need be I can personally attest to her character. I move we send for her and reconvene when she has arrived. I'm sure more than a few of us could use a break."

The suggestion got a few nods and murmured assent from around the table. As a group the Councillors made their way out, stopping at the door to have one of the guards go fetch their next witness while they took a break and got something to eat. Hopefully they would be able to process things better in a relaxed setting.

About an hour later the young Shinobi in question arrived at the prisons. The guards had caught her in the bathhouse after training and in her haste to answer the summons she hadn't had the opportunity to procure a change of clothes, meaning that while she was clean and presentable she was still dressed in her field gear.

Maybe that's for the best though, it is an official summons. Shashu thought. It might be better to be seen as professional as possible...

From the entryway it was a bit of a walk to her destination, and the increased number of guards around the door ensured she wouldn't miss it. A nondescript Shinobi, probably Jounin, held out a hand to stop her before flipping it over and asking for identification. Shashu handed over her passport without a fuss, keeping up the silent professional appearance.

The guard wasted no time in inspecting her information, quickly scanning her passport. A minute later she was waved in through the double doors, stepping through to stand before the assembled Councillors. She recognized Saya of course, the woman having practically been her mother away from home, but the rest were unfamiliar. Shashu had never had occasion to pay more that cursory attention to the details of government in Kumo or elsewhere and was familiar only with the basics.

Hopefully that won't bite me in the ass...

"Welcome. Please, take a seat." The man said, gracefully motioning towards the chair in the center of the room.

z6Wn99q.png

Another Councillor, a strong faced man in his forties, thoughtfully pushed up his glasses as he eyed his papers then turned his gaze to the young Shinobi before him.

"Tsuirakuya Shashu, our records state you accompanied Isaki Hoshikata and Shima Haruka for over a year on their expedition to the ruins of Kirigakure. Your report follows the events of that mission in some detail, but we would like to hear from you personally on a few matters. Of particular interest to us are your impressions of Isaki Hoshikata, namely his mental state and your assessment of his power, as well as his interaction with Shima Haruka."

He made a point to not mention why they were asking these questions of course. The Council had no intention of announcing what had happened until they were sure of how they would react to it.

Untitled_zps15575ca1.png

I knew something like this would come up. There was no reason to send me on that mission except to keep an eye on them.

Shashu considered carefully before responding. Her words here could end up costing lives if she messed up, and she needed them to take her seriously. "Quite frankly, Isaki Hoshikata is a time bomb. The man has immense power, more than anyone I've ever seen by far, and with an ego to match. It's clear he believes himself a god in the literal sense, and when you see his power it is hard deny it. Multiple times I've witnessed him do things without twitching a finger that a full squad of Shinobi working together couldn't hope to match. Even after the events in the caverns under Kirigakure where he claims to have given up most of his power his strength is astounding. He's terrifying, and the only thing worse is how easily he manipulates people. It's second nature to him, easier than breathing." She paused for breath. "Honestly the only thing keeping him in check is his ego. He believes that no one can stand against him, that given enough time everything will go his way, and that arrogance gives him endless patience. Why rush things when your victory is assured?" The ANBU gave a short laugh without mirth. "The flipside to this is that any challenge to his pride is disastrous. Even a simple insult to him frequently results in death, and standing in the way of his larger goals would merit much worse. He is not one to be trifled with. If possible, it is simply best to not have anything to do with him at all."

She shifted in her seat. "However, there is an exception when it comes to Shima Haruka. After observing the two of them it is clear his love for her is real, odd as it may seem. Whenever she is involved his pattern changes drasitically. Her presence seems to cause him to behave with, for lack of a better term, a conscience. Not that he is necessarily an evil man by nature mind you; he simply just does not care for anything besides himself. Haruka changes all that. With her around at at least attempts to appear as a good person. Attempt being the key word, of course. No matter how he pretends, he still has the same ego inside." Once again she paused. "I don't know if this is good or bad, but in the grand scheme of things he seems to have set aside his own aspirations for hers, whatever they may be. For her part Haruka has never once shown anything less than unwavering loyalty to Kumo. She also seems unsettled with their relationship: her affection for him is clear, but so are her doubts. I believe she is unsure of whether he can be trusted with the safety of Kumogakure or if he will ultimately turn on her and use their relationship to bring Kumo to it's knees. If that were to ever happen, I feel confident that she would attempt to bring him down without hesitation. She would regret it, but she wouldn't let him bring harm to the village."

Shashu dipped her head in thought for a moment, then nodded. "Those are my thoughts on the matter. Unless provoked Isaki Hoshikata isn't an immediate threat, but in the long run I can't help but feel that he would bring harm the village. Shima Haruka is loyal to the village above all else, and it is extremely unlikely Hoshikata would be able to use her as a weapon against Kumo."

The Council members looked at each other, reaching an unspoken agreement.

sn3dPqN.png

"Thank you my dear, your assistance is greatly appreciated. That will be all."

Rising, Shashu offered a short bow and made her exit. I hope that was good enough. I have a bad feeling about this...

Ai came back into the room under lock and key, with a slight frown on his face. The time spent interviewing the others had given him time to think about what he was going to say.

He asked himself. "What would Haruka do?"

She had always been the type to think ahead and pick the best path.

And to Ai, this was the best path. Should the investigators find out what had happened to the bodies, there needed to be a fall man.

This way, Haruka would be safe. Maybe even become Raikage. He was willing to die for her; the woman who had always been his role model as a shinobi.

So he waited. What would they ask him?

---

It seemed that he wouldn't be alone. The others were being brought in as well. This presented a bit of an issue.

He believed that he was going to be able to talk to them again. Now the others were going to be present and be informed of his betrayal while sitting next to him.

What would Haruka think? What else could he say? At this point any fool would think that he was simply taking the fall.

Then again, the four wrong doers were in the room. If they were all going to go down... why not go out swinging? Unfortunately the restraints and lack of weapon made Ai a bit of a liability.

It would be better to hear what the council had to say before acting; if they had any questions. All they heard was a quickly formed confession. They didn't ask him anything.

That was when fear struck him. Perhaps they didn't want to know anything. Perhaps they had their minds made up before the interviews even began.

"Corrupt politicians..." sneered Ai under his breath. He believed this day wasn't going to end very well.

She left only to be brought back. Haruka was alarmed at the sudden call back, if not irritated at how pointless it was to let her leave. It meant they knew something though. Someone had said something in order for it not to be kosher. Of course, she was expecting bumps, but not in the same day. Not a moment to breath or think. That didn't deter the woman from strolling back in with all the ease and tranquility in the world.

She aligned herself with the three other shinobi as they faced the council down. They were given a chance to speak, but she remained silent in solidarity. Solidarity, as she was unaware of, that had already crumbled. A sideways glare shot towards the young Shima as he muttered his discontent for the group. Yet, she was silent. It was not the time for reprimand.

Let's get this over with. You did what you had to and nothing can change your fate now. Face your future as a warrior of Kumogakure. She inhaled silently, shoulders stiffening as the room shifted into uncomfortable silence for a moment.

Kitsune sighed. It hadn’t even been that long since she left the place. Yet here she was again, summoned before the council. When she entered the room, she saw that Ai and Haruka were already there, and she stepped in to stand besides Haruka, shooting her a glance and a nod so slight that only she would pick up on it. This’ll be interesting. I wonder if the others have been sticking to the story, or if we’re about to be put away for a looooong time.

Having been seated not far from the prisons for a sandwich in a nearby store the guard had walked in, in mid-eating. Leaving the guard awfully frustrated as Keiji insisted to be allowed to remain seated just until he had finished chomping down his meal and his soft drink.

Patting his stomach happily, he walked out of the concerned looking store clerks' store, after paying them of course. It didn't take long to make their way back into the interview room. He was thankful he wasn't placed in chains or anything so he didn't suspect anything too dire had occurred. He entered the room with a smiling grin which quickly turned grim as he saw the look on everyone else's faces. "Something wrong?" He whispered to the others as he was interrupted by the Council members saying their announcement.

He leaned a little forward to look at the others for any responses. And after a few seconds he leaned back up. "There doesn't appear to be anything anyone has to say further on the matter." He nodded at the Council members. And awaited their decision.

[OOC: If the Council members see his behavior as curious they might have to probably read the Psychological profile of Keiji with a bipolar disorder meaning he might act contradictory to what his true emotions or thoughts may be.]

The room was emptier when those summoned returned, the slew of guards replaced with half their number in ANBU. They were stretching resources to have this many ANBU present, but their loyalty and skill were worth it. For better or worse what was to be discussed from this point on was not to leave the room. The Council remained seated, observing as their charges were given their final opportunity to speak before the verdict.

Ai's muttered insult garnered a few raised brows and a couple frowns from those that heard it, but otherwise the gathered Councillors showed no reaction to his quiet outburst.

The youngest Councillor covered a small smile at the silent glare Haruka shot her young relative while the rest appraised her, noting her stoic posture and the determination plain on her face. If the woman was worried for her life in that moment she did not show it. If anything a small hint of approval could be seen on a few faces, but that was it.

For her part Kitsune simply stood by Haruka's side, shooting the Shima a glance before facing forward in much the same manner. If a show of solidarity was the intended effect then the point was carried across. Perhaps a small hint of approval could be seen here as well, but who could tell for sure?

Keiji was the last to arrive, yet the Councillors oddly seemed most interested in what, if anything, he had to say. Expectant looks turned his way as he looked back up and were mostly satisfied at his response. The Harvester had been a bit of a wild card in the situation, but his response made things simpler, if not easier.

Tacit agreement went around the table in the form of a few nods and hand signals. The same man that had spoken after the group had arrived cleared his throat and spread his papers before him.

"Here are our findings:"

"Examination of the scene yielded few results other than there was clearly a struggle. Superficial damage to the Raikage's office is all that was found, which is surprising in the aftermath of a fight between Shinobi in the number present. The Harvesters found little evidence of chakra manipulation at all, which suggests either that the fight was conducted with Taijutsu, between individuals with immense precision control of said chakra, or that any such evidence was removed. With so little to go on a follow-up autopsy was conducted, which yielded more informative results."

Standing outside the hospital, Junko sat finishing up his well fixed ham sandwich. He had a few crumbs on his lips and a drop of mayo was on the side of his mouth. "Delicious." Junko thought as he wiped his mouth with a napkin before taking his last sips of Grape juice. "Where's my smokes?" Junko said throwing his empty cup away and food tray. Searching his pockets, his face twisted in confusion. "I could've sworn I put them." Junko thought as the lunch area doors open.

With a quick glance, Junko suspected it to be a medical shinobi or trainee, but it was someone quite different. Their suit was delegate, black with a red tie. His face was serious with cold eyes. Coming from behind him was not one, but two official officer guards that were probably masters of some type of bloodline or Kinjutsu if not both. Looking up, Junko raised a brow. "A councilor?" Junko thought.

"Come with me, we have a special assignment for you. All your other work can wait, this takes precedence"

"Yes sir." Junko said in response. Things was obviously critical for him to be requested. After all, they could've chosen a more experience shinobi such as his sensei, keiji, or Kahako. All which were higher ranking, yet Junko was chosen. Being escorted, they arrived at the Torre Celeste.

"We need you to perform an autopsy. Guards will be placed to watch over you, any equipment will be at your disposal, and if you have any questions, ask the guards. Is everything clear?"

"Yes sir..all clear." Junko said as his palms began to sweat. Bodies were going to be involved, dead ones, and obviously important ones. "This most definitely fits keiji or someone else. After all, he's a harvester." Junko thought as his heart began to rapidly beat. Following the guards, They entered into the conference building. heading up to a conference room, the stench of blood was heavy. Entering the room, Junko eyes opened wide as he was mortified at the view. "Sen...sei..." Junko whispered to himself as the air around him became thin.

".... Wow, the old bastard is dead. Didn't expect that. Well, my day is made."

"Shut the FUCK UP!"

"......"

Junko remained motionless as he stared at the raikages body, a fellow kumo ninja, and an unknown man. Junko could feel his knees become weak, the smell of vomit floated about.

"I know this is a sight to see, but time to do your job. Justice must be served, and your assistance will help serve it."

with a huge gulp, Junko turned to face the guards. "Give me a complete rundown of all the information known about this meeting. I need every detail." Junko said containing his outrage. His eyes now colder then ever, with his heart torn, and soul pissed, Junko was going to get to the bottom of this event. Even if his life depended on it.

With a quick briefing, Junko observed the battle torn room. Looking out the window, he closed his eyes. "Sensei, I promise. Justice will be served." Junko thought taking a deep breath, begging the Autopsy, All the bodies covered with acid.

~~:|{Autopsy}|:~~

~Daisuke & Ejji~
Looking at his sensei, Junko began analyzing his body. "protecting huh?" Junko thought as he examined his sensei's corpse thoroughly. His body was still warm, so his death was recent. "How could you die?" Junko thought as his body wasn't in too bad of a condition, especially knowing Daisuke. Based off his training, Junko knew that getting healed up wouldn't be a problem, especially seeing as their was two medical shinobi also present according to what was told to the guards. "The fact that you're not breathing right now... Is preposterous." Junko whispered. "One of the strongest beings I know." Junko whispered noticing Blood stains washed over Daisukes clothing, but based on his wounds, he showed no extreme blood lost. "Did the raikages blood get on you?" Junko thought.

Taking a look at Ejji, the same results was at hand. Torn clothing, bumps, bruises, and a few abnormal cuts, but extreme blood lost. "This acid, it had to do a good number on all of you. But, even with that, I think I'd see way more blood." Junko thought looking at the pool of blood in the room. "If Ejji was bleeding like this, then why wasn't Daisuke?" Junko thought, His suspicion and curiosity began to grow. "

A series of medical tools was at hand, using them, Junko removed clothing from the two corpse, examining their tough bodies. With a deep breath, Junko shook his head. "I'mma have to cut them open. I need to see internal damage." Junko thought taking the proper scalpel. Cutting the bodies open at the chest, Junkos face remained unchanged from his cold stare. "Ejjis is fine. Same for the medical sennin." Junko thought gritting his teeth in disbelief. In Junko's logic, they should still be alive. "Their deaths make no sense." Junko said as he observed Daisuke and Ejji a bit more, making mental notes of everything.

~Hoshikata & Shin~
Looking at the details, they wanted it to be believed that acid did all this shit? Junko thought looking at the former mizukage and Raikage. Immediately cleaning and using the scalpel to cut open the bodies as a repeat. Junko noticed they had similar, if not the same puncture wounds as each other. The sight of it all was mortifying. "Well, why do they both have the same wounds if....." Junko said, stopping mid sentence. Something was up, the story told was starting to look shakier. shaking his head, Junko tightened his fist.

Walking back into the room, the council member had returned, waiting on results. " Based on the critical wounds and their accurate placements matched with the blood lost in this room, we're dealing with quite a marksmen. Even with that information, the wounds of Daisuke and Ejjis does not add up with their fatality. They should honestly still be alive, or someone should've been able to save them. After all, their was two medical shinobi right? Taking out these individuals couldn't have been a one man job. Even with that, If the former mizukage took out the Raikage, then why do they have the same wounds? I don't care what type of abilities you have, especially coming to the death of two fellow kumogakure shinobi and our beloved Raikage which we ALL suppose to put our lives on the line to protect. One man, killed three people while four other fellow kumogakure shinobi was in this room? Get the hell out of here. For a person to even be able to breath on the Raikage wrong means someone's not doing their job." Junko said as he faught tears, frustration, and anger. "Two of these shinobi deaths has no real horrifying cause. Acid couldn't do all this. If so, wouldn't their be more blood?" Junko said with a pause.

"What really happen to them is a mystery, but it's a possibility that things could've been covered. Meaning, a fine individual or individuals that are intelligent in the art of healing and/or covering things up." Junko said, being careful with his words not to point fingers, but from the looks of things, everyone that was in the room was guilty in some type way shape or form. Rather they stood by to watch, assisted, or did the murdering themselves. The truth was unknown, but the truth would come out. One way or another....

[/spoilername]

"The medical Shinobi conducting the autopsy was able to find several things of interest. Besides the acid wounds covering each of the bodies and abnormal cuts, scrapes, and bruises, the Raikage and Raitoningu Eiji showed signs of extreme blood loss, while the Raikage and Isaki Hoshikata shared the same puncture wounds...wounds that apparently someone had made an attempt to hide."

An older Councillor steepled his fingers and leaned forward, setting his papers aside for a moment.

"Admittedly, this is not a lot of information to go on. In conjunction with your statements however, we believe that we can come to a conclusion." The man took a short moment to gather his thoughts. "Based on our files and reports of Isaki Hoshikata we find it within the bounds of reason that he would be capable of causing this, even with the odds stacked against him as they were. This was, in fact, our initial assumption, and would have proved satisfactory if not for a few crucial bits of information. Namely, the puncture wounds found in the autopsy and Shima Ai's own testimony."

Eyes around the room flicked towards the young Shinobi in question. Some settled only briefly before moving on while others stayed to leverage their weight, but not one was friendly. The white-haired woman tapped a few times on her tablet, ostensibly to bring up a record, and addressed the group.

3p7pfJ5.png

"While the rest of you provided matching accounts of what happened inside the room, Ai here had something different to say. In his own words:

'I killed them all. All four of them, by my own hand.

Hayata Shin was a cancer, he made us weak.

That medical guy just got in the way.

Mr. Hoshikata was someone who should have been killed long ago.

And Eiji was an idiot who wasn't going to keep her mouth shut.'
"

She looked over the tablet at the group. "In and of itself, the words of one boy against those more experienced might not stand for much, but the evidence seems to corroborate his account. The puncture wounds found in both the Raikage's and Isaki Hoshikata's bodies are consistent with the weapon found on him when we detained him, and the acid wounds were present on all the bodies, not just those of Kumogakure. If Isaki Hoshikata was in fact responsible for all the deaths, why would the acid also cover his body? It is suspicious to say the least."

97aMrN8.png

"All together this paints a very incriminating picture wouldn't you say? At the very least young Ai here is guilty of aiding Hoshikata in the murder of the Raikage, while one or more of you is guilty of attempting to cover it all up. It matters little who did what, you are all traitors regardless..."

The ANBU around the room tensed, ready to act at a moments notice, but the man raised a hand to stop them. As one the ANBU relaxed, but they remained ready. Several had hands surreptitiously draped across weapons, sending the obvious message that any action would be met with lethal force.

"That is, of course, assuming that these reports are accurate and that is what happened. There is only your reports and the autopsy to go on; no ANBU were present, and nobody had the presence of mind to record the events by other means." The old, disheveled looking man fixed an eye upon them, his gaze seeming both serious and a little bit crazed. "Perhaps that is for the best."

Surprisingly none of the ANBU seemed to react to this turn of events, the Councillors themselves remaining silent, and it was in this silence that another of the Councillors spoke up.

cd0Tt2n.png

"I believe it goes without saying that nothing you have seen or heard thus far goes beyond this room, and that goes double from this point on." The woman waited a moment, imperious, to ensure the group understood her before continuing. "Good. Now, what we have here is a very volatile situation. Our Kage and one of our Sennin have been slain in cold blood by a foreigner from a land whose refugees we harbor, and one of our own is suspected in helping him do so. Moreover, this was done in front of four of the most powerful and promising Shinobi of our village. As it stands we could have you all tried for treason and either imprisoned or executed. Most would call that justice, but justice does not save a village from annihilation."

z6Wn99q.png

"Kumogakure currently finds itself in a dangerous state. While a great man, Hayata Shin's policies have led to several problems, the most recent being the influx of refugees from Water Country, and this has led to growing discontent among the villagers and Shinobi alike. Tensions are rising within the village, and action must be taken to ensure that they do not flare into open conflict. As if that were not enough, several recent incidents have served to show that Iwakagure may have set it's sights on us. Reports of Shinobi disappearing, rumors of war, and internal conflict originating from Earth Country do nothing to allay these suspicions. It is becoming clear that Kumo needs to shore up her defenses and prepare lest we be caught unawares. Now is not a time to show weakness. If we are to prevent war, we must be strong."

rjpQ3KZ.png

"In a way it is for the best. Hayata Shin was a peacemaker, not a warrior. His policies, while necessary at the time, have weakened Kumo to the point that foreigners feel safe in taking advantage of our hospitality to murder our citizens. Those days must come to an end, and if we are to ensure that they do we cannot afford to lose those with the strength to do what must be done."

The combined gaze of the entire Council was on the assembled group now. What happened in the next few minutes could affect the village for years to come.

SURmvM3.png

"We cannot balance justice for a single death, no matter how great, against the survival of the village. It regrettable, but it is a truth of the world we live in. The needs of the people must come first. With that in mind, there are two paths before us, and neither without cost."

The dark haired Councillor showed no pleasure at her words. If anything she seemed to like the situation the least out of the assembled council members. She seemed committed nonetheless, and despite obvious distaste at what would follow she showed no hesitation in delivering the Council's ultimatum.

"First, we could do what many would regard as the right thing. The Council will find you guilty of treason, the village will know of your crimes, and you will be put to death. The remaining trust of the people will evaporate and riots will break out in the streets. Kumokagure would be made weaker, but justice would be done."

"Or we could take the second path. Word of what truly happened dies here, in this room, and you keep your lives. Records will be altered, files will be lost, mouths will be silenced, and so long as you work with us to ensure the continued survival of the village they will remain that way. Your talents are too valuable to go to waste. You will live at our discretion, but Kumogakure will be made stronger for it."

z6Wn99q.png

"Understand this is not a choice we make lightly. Kumokagure is in a precarious position and going forward we will need all the strength we can muster, but it must be a united strength. You must choose where you stand, and choose wisely. The people of Kumogakure..." The man moved his hands like scales. "Or a dead man."

Eyes turned into tiny pebbles as the Councillors repeated Ai's confession. What could he have possibly imagined this would have accomplished?
He couldn't help but question the kid's sanity ever so little, it was clearly an act of desperation, one grown out of manic fascination.
His eyes turned with his face to look at the others to try and decipher their reactions, but decided quickly that it didn't even matter in the end.

Hearing the Councillors out his face had only turned grimmer. He didn't care about it all. He didn't care about anyone that stood next to him. He cared about the village. And although he admired that the councillors had decided to give everyone gathered here the option to decide their own fate, it unfortunately rested with everyone agreeing. And while in normal circumstances (if this could be called a "Normal circumstance") he would agree to it. But the current predicament showed other signs.

"I see your decision, and I understand the reasoning. But I will have to contest on one major influence in this matter."

He took a single step forward, and with his eyes still gleaming forward at the council members, he peered at each of them going from far right to far left as he began speaking.

"We stand in a dire situation, we lost a good man, a calm, devoted and kindhearted. And I agree with you, that even though it is sad to see him go, times are changing. With the citizens of Kirigakure welcomed into our homes and in our lives the situation between our two civilizations are in dire need of something good, something that brings them together. With our Raikage killed in his own office, we need to be careful with what the public gets to know. If you outright killed all four of us, yes the villages might be satisfied but leave the village weakened. Open for possible invasion forces from any sources. Let me recap. I do not disagree with your decision, but I have a proposition that enables a third option."

He turned his towards Haruka for a second, only to look back ahead in front of him, he didn't seem fearful, angry or distraught by any means, he seemed to almost enjoy saying what he was, was he enjoying the intrigue? The secrecy? The voices in his heart and soul seemed to cry out in joy as he continued speaking.

"We need a fallguy. If we simply leave without a scratch the people will think and you might publically state that Hoshikata was the evil man doing the bidding. Can you guess what will happen within the borders of the village? The Kumo citizens will hate and fear the Kirigakure citizens, we risk riots where all the Kumo people will want is to throw the Kiri people out. While that may seem like a positive change you cannot deny that these have already accepted life within these walls they've joined our forces, helping build our city bigger and grander, they've been accepted into our society, even though tensions may seem high if we throw them out we'll be left wanting. And we risk unnecessary bloodshed. The Isaki clan, however large or powerful they may be will want an answer on this, if we paint him as the bad guy they would not be pleased. One of us, if not all of us, must be the fallguy to avoid this."

He didn't look to the others. He simply continued.

"Still, we have to agree on this, to keep it all hidden, to keep these secrets from overflowing, we must be certain that everyone involved is without a doubt not going to spill the beans. I will not deny that the reason some of us are still standing here is simply to save face and save our own skin. But one of us, Ai, has shown incapable of outright keeping a secret. And I admit I would not feel comfortable with having a secret such as this resting within his palms. I say that the third option you actually have here is simple."

He took a short breathe.
"Ai has already confessed his crimes. I say bring him to justice, take what has been uttered from his mouth as literal and as truth, invent whatever story you wish to ensure people won't be questioning the rest of our motives. My own intentions for this is to ensure the continuation of village, ensuring that we all stay strong together, and to keep all of the gears running in the village. With him as the fallguy for this whole debacle the civilians of Kiri and Kumo can mourn together as Kiri citizens sees Shin as their savior and Kumo sees him as their peacekeeper. Meanwhile the Kiri citizens can mourn their past Kage as they see fit. It's a sacrifice for sure. and I regret this to be the most logical conclusion. But I fail to see a better resolution in this, myself."
It is not possible to ensure the survive-ability of the village with a tattle-tale within the midst of those holding a secret such as the one which they are keeping at this point. There would be no point in the village council being kept semi from the truth. As they seemed relatively honest and they seem realistic with their thoughts on the future, but they all seemed to lack vision in certain areas of the town, while that first off concerned Keiji he didn't wish to confront heir intelligence when his life was at the line. He wanted there to be mutual peace, and avoid destruction of Kumo property. This meaning both the people and their organs.

He stepped back beside Kitsune and took another short breath, as he awaited the rebuttal and anger from either one or another of the individuals standing beside him.

Kitsune nodded every now and then, whenever something was said upon which she agreed. When the golden haired councilor stopped speaking, Kitsune readied herself to speak, but Keiji took the stage before she could. And so Kitsune remained where she was, still listening to what was being said. He raises a good point. We do need a scapegoat. And with Ai having confessed his crimes, who better? If he takes the fall, maybe along with Hoshikata, the rest of us would look innocent in the public eye… Kitsune considered this for a good while before stepping forward.

”I find myself agreeing with Keiji-kun on this subject. A chain is only as strong as its weakest link, and that looks to be Ai-san, in this case. I know that I have no say in the matter, given what’s happened and all, but of the options presented to us, it seems clear that this one avoids a whole heap of civil unrest.” she said and then looked at the golden haired councilor
”As for who I stand with. It’s always been the village of Kumogakure. Why else would I have sacrificed my life in Tenouza to save my comrades so they could keep on fighting Enishi?” she stated and looked at the other councilors.
”I’m sure the report of my death has crossed your desks. If not, there’s a nice grave, with gravestone and everything located in the section of the graveyard that’s reserved for people that’s given their life for the village, that should act as proof.

Kitsune took a short breath before continuing with her talking If I wanted to, I could’ve just up and vanished forever from Kumogakure at the time of my resurrection, but I didn’t. I took a leave of absence, un-notified of course, and returned later.” she said and folded her arms. ”So, getting to brass tacks here. I don’t want to see the village weakened by all of this. Nor do I want to see riots and civil unrest. We have to do what needs to be done. If Kumogakure gets the reputation of being a village anyone can trample, we’ll be the laughing stock of the international community. You know how politics are.”

A thought occurred to Kitsune and she voiced her concerns. ”In the event that the new Raikage is elected, or more likely, picked by the council, and it’s not someone present in this room; do we keep this event a secret, or do we inform the person?” she asked and gave each of them a glance. She was done now. The ball was in their court, so to speak.

She would not fold, even if they stacked the evidence against her. She knew she was guilty, and they knew it too. There was no need to keep denying, but Haruka would die with a stoic stare. She would remain strong in her decision and die a martyr. The Shima woman studied the council members individually as they set out to examine the four. Their words gathered on the horizon. Words she didn't expect to hear.

The autopsy proved to Haruka that Kitsune was just as incompetent as she feared. The two medical ninja had managed to botch the whole scenario by using the same acid on Hoshikata which further incriminated the group. She should have just burned the whole Torre down when she had the chance, but further destroying her village in such a way would have been vile. She had done enough damage as it was.

Haruka slowly gazed towards her childish cousin once again as the council member revealed the young boy's testimony. Her lips parted only slightly, in between a need to stay silent and a want to scream. All the weight of the world toppled on her, she felt. Her almond eyes emptied from his words. It seemed she couldn't even save one person, let alone a whole village. She failed to shelter the ones she loved. Her face was only a moment of distress before scornfully glaring at Ai.

She felt no danger at the anticipated aggression of the ANBU in the room. As the words traitor trailed across the thick air, Haruka sought only to understand Ai's reasoning behind his slip. She was a traitor in some ways, she wouldn't argue that. The opinion of the masses mattered most, no matter what one person thought of themselves. The Council held the key to the masses. At the end of the day, they decided who would be victor and who would be liar.

At the elder woman's words, Haruka averted her eyes from Ai to give the lady due attention. The creeping anticipation crawled up her back like a unwelcomed spider. The Council handled the situation at an unforeseen angle in Haruka's scenarios.

In peace, they would have been dead. Kumogakure teetered on the scales of peace and war, and the weight towards war began to fall. The village needed their forces. They needed a leader specialized for war, just as Haruka desired. A pacifist had no place in such a game. It was ill placed comfort on her conscience. The Council desired to keep them in service, if only for a fleeting time during war.

For the first time since she struck the Raikage, Haruka saw life. They would live, but only if they acted with the Council. However, Haruka would never live for her own values again. She would stand as a proxy for the Council. The Jounin vowed to protect her people, as the Council have, and so she couldn't argue that it would be a terrible waste of her life.

She watched as the councilman weighed their lives on the scale. It was up to them to tip it in the direction of life. Life for the people as a united front against those who would plague their country. Their time to speak had come. Haruka sat silent for a little longer, hoping to gauge the interest of those accused with her.

Keiji went about it first, always a man who spoke his mind. He seemed to think about the larger picture, as she had learned back in the Torre. He was cunning. Maybe a little too cunning for his own good. She raised an eyebrow as he began to deliver his point. A short exchange of glances caused her heart to leap. Haruka was not naïve. Still it stung to hear Ai be blamed. Her knuckles turned white as she dug her fingers into her palm. Even Kitsune was quick to deliver a child for their salvation. Had they no end to their cowardice?

She rolled her eyes childishly at Kitsune's boisterous speech of sacrifice. “How can you stand upright without a spine?” She muttered with loathing.

You'd be mad to think that we should blame one child for such a massacre and the people be fooled by such a story. Hoshikata will take his fall as he is responsible for this tragedy. I won't stand for such injustice, to watch a man who led a life of deceit go free. The Kirigakurians shared no love for their past Mizukage and many of our shinobi knew him to be a ticking time bomb. Blaming Hoshikata will only irritate the Isaki clan at best, but can we not have measure enacted to ensure their rage is subsided? I know we must act in a way that serves the people, but must we abandon all sense of justice for such a cause? Hoshikata deserves the death and reputation thereafter rewarded by his actions.” Determination glowered in her eyes as she stepped forward to speak. However the spark in her eyes dimmed as she came to face the problem she so desperately wanted to go away.

I will do just as I have vowed to do- protect my people. Whatever is required of me, be it my life, shall be at the village's service as it always has been. The threat from Stone looms and we will need every ounce of strength to stop our village from further harm. Whatever the council chooses may it be to further the glory of Kumogakure. Even if... one of us may be branded a traitor.” Carefully she spoke, glancing back at the three. She bowed before stepping back.

As she looked at the faces of those standing with her, Haruka tried her best to sort the feeling sloshing about inside her. Ai brought this upon himself in the end. She did not understand why. He had been the weakest of them all, but for what purpose? Was it because he was young and innocent to the world? Did he crumple under the pressure? He was not the Prince she knew him to be. It didn't change the fact that she was responsible for him and if he were to take the blame, Haruka would live with her guilt forever.

He was a wild card, something she always hated about people. The blood lust in his eyes back in the Torre alerted Haruka to question just how far she would go to defend her family. Would she defend a boy who might one day grow up to murder and betray the innocent of her village? Kitsune and Keiji were right, there needed to be a scapegoat. Maybe Hoshikata was not enough. She did promise an end to whoever broke and sold them down the river. Haruka just hadn't expected it to be her own cousin. She was frozen with indecision. Mixed up inside. On an endless dizzying merry-go-round that would not stop.

C-c-c-c-combo breaker!

The conclusion of what the councilors had to say gave a glimmer of hope to the young Shima. But his time spent among the politics in Raiden's Eye was telling him to wait for the kicker, as there always was sure to be one.

But it wasn't the councilors who would be providing the fun now, but the others who stood at his side. Keiji began, and spoke in line with what Ai had in mind when he had confessed his crimes. The young man planned on being the martyr when he confessed, it just was going to be done in a much different world.

Still, when Keiji announced it should be Ai, it still stung. While logically it made the most sense, it still made the young murderer uncomfortable. Perhaps because it wasn't in his realm of control anymore. Before he could have spun what needed to be said, but now they were all together, and the cat was out of the bag.

dbtISML.gif

He glared at Keiji and his words.

Unlike the others in the room, Ai wasn't here for the village. He was here for her and her alone. He followed her will, and was willing to die for her ambitions. He was actually here to serve someone other than himself.

A sudden realization.

Perhaps he was ready to die for the cause. It would keep her safe after all and she would be around to see her goals through, whatever they were. His expression grew contemplative as Kitsune spoke.

That contemplative expression disappeared as her words dribbled forth.

szs7mFC.gif

Kitsune decided to lecture the councilors on her loyalty and bravery in the face of battle; about how her actions were obviously those of a person whose loyalty couldn't be questioned. Ai too rolled his eyes. The seven who held their lives in their hands surely weren't that foolish. Ai refrained from saying anything. Not only would it cast a worse light on himself--

"Wait a minute, if I'm about to die, why restrain myself?" he asked himself. Luckily, Haruka had her own thoughts on the matter.

She disagreed with the others on how Hoshikata was to be treated, but also saw the logic in the plan for a scapegoat.

Her thoughts were accurate. He was a wild card all right~

---

He scoffed thinking about the others and their proclamations of loyalty; his attitude seemed surprisingly laid back and nonchalant. Was he prepared for death?

He couldn't think of any other words that would serve to help his cause aside from potentially put the others in a dangerous place, which, could end up endangering the one person who actually cared for the village along with the others and their own ambitions.

No, Ai would do nothing. Instead he chuckled slightly. He was done playing games. These people like to fight with words, and that wasn't his arena.

"Do what you gotta do." he sighed, folding his arms across his chest.

A few moments passed by before he looked to Haruka for one last time.

The Council seemed content to wait and listen, choosing to reply to Keiji only after the other three had had their say.

"On the subject of Ai. You're assuming that wasn't one of the first things we considered." The disheveled council member spoke up first, addressing Keiji specifically. "Sure, on the surface it seems like a good idea. We get a scapegoat, the Kiri refugees get a martyr, and both our peoples bond over a great tragedy. A perfect plan...if anyone would believe it."

The man leaned forward, gesturing in Haruka's direction while his eyes stayed on Keiji.

"Haruka has a very valid point here. Most of us Councillors are not Shinobi, nor do we have much experience in the extent of their capabilities. When we were told that one foreign Shinobi had managed to kill two of our strongest in the presence of several more we were skeptical to say the least. Even after reports that Isaki Hoshikata was a special case we were skeptical. 'He had to have had help' we thought. It was only by eyewitness testimony that we were persuaded otherwise, and still it was something we found hard to believe. If it was so difficult for us, how will the average citizen react? With some effort we believe we can convince them of Hoshikata, but no one will believe a child did this on his own. Suggesting he alone was responsible for this is basically admitting our Shinobi are so weak as to be unable to stop a child from throwing a tantrum."

"As my friend says, placing the blame on Ai is simply not an option. Such a see-through lie would only hurt us in both the long and short run as our enemies see us as weak and distrust spreads through our citizens. No, it is Hoshikata who will shoulder the blame for this tragedy. Certain reports will be altered, others will be leaked, and uncooperative mouths will be silenced. The public will learn of his incredible power and his hatred for our late Raikage, painting the picture of a man driven insane by power. Steps will be taken to ensure no public animosity is stirred by or against the refugees taking shelter in Kumo, and the same will be done for the Isaki clan. "

"However that does not mean Ai will be walking out of here unscathed. Our original intention was to take your testimonies and avoid looking into this too much, manipulating information in much the same way to ensure that no other investigation would turn up conflicting results, but Ai forced our hand. If he cannot be trusted with your secrets, he cannot be trusted with those of the entire village. Already he has cost the lives of all but a few of the guards you saw earlier."

The man glared at Ai, allowing a few moments for that fact to sink in. One way or another, all but a few of the guards that had occupied the room during the four's first visit would find themselves meeting an end at the hands of their own village.

"Remember that. Honest men and women of this village are now dead because of your words. Shinobi that could have gone on to do great things, dead because you could not be trusted with the lives of your comrades. Had you kept faith and trusted them we would have overlooked the missing pieces of this puzzle and the village would have been none the wiser. Your comrades are in this situation because you broke under pressure. I suppose that makes it only fair that the one you let down the most should decide your fate."

"Haruka. The exact truth of what happened in that room may never come out, but ultimately that doesn't matter. You took a gamble and you lost. Fortunately for you, the stakes in this game are too high and your value too great to write you off completely. Unfortunately for you, the stakes in this game are too high to let failure go unpunished."

"Ai is your clansman, and as his senior it is your duty to ensure he is not led astray. By your decisions was he led into this mess, and so it will fall to you to take responsibility. Having been subjected to such an experience at so young an age, Ai will undergo psychological evaluation to determine the effect the recent events have had on him. He will be found to have suffered a severe psychotic break as a result and will be classified as a threat to himself and others, and due to his Shinobi nature there will be no choice but to transfer him to the Insanity Ward. Once there, he will not leave until he is determined to no longer be a threat to the safety of Kumogakure. Of course, it is possible that in his confusion Ai may resist those who have his only his best interests in mind. In that case, he will have to be put down for the safety of Kumogakure."

The woman drew a long handled cigarette from the folds of her coat, prompting an ANBU to step forward and light it with a small burst of chakra. Following a long drag and exhalation (which several Councillors made faces at) the woman faced Haruka once more.

"As things stand it is well known that you are the most likely candidate for Raikage. Assuming you attain the position, you will be faced with many difficult decisions. Let this be the first, and a lesson."

Haruka kept her gaze low as she listened to the words of her councilors. Over and over she played the situation in her head. What could have triggered Ai to do such a thing? She found no reasoning other than naïve hope. Hope that he could spare her, when it should have been him spared. She was his elder, a protector of the Shima clan, and nothing more than a servant to the boy who would become leader. He threw it all away for her, for a reason she couldn't understand.

Why did everyone expect such greatness from her? She was just one ordinary woman. A lady of the Shima raised to be the perfect wife and mother to a business partner one day. Trained only in the medical techniques of her clan. Her comrades saw something better than that identity. They forged her in blood, rebellion, and politics to create this loyal warrior of Kumogakure. She had become a queen of blades, drifting ever further from her original design. All of those who had worked to create this person were gone. Haruka was the remnant, the screaming memory, of those who made her.

She lifted her gaze towards the woman as the eyes of the council swung onto her. This was her fault alone, so it was deserving that she shoulder the blame. Things never worked like that in this world though. No, the innocent were always the first to suffer. She remembered the young boy on Roenesia. Because of her carelessness, her assumption that everything would go her way, his father was branded a traitor and killed. He would never walk because of her and the torture he was put through. She was doomed to repeat her failures again.

Haruka dared not look at Ai. She would break if she did. He was their hostage now because of her sins. The child that made her at peace in the small fleeting seconds of chaos would suffer for her cause. She didn't understand why until the final words dragged across the air like a choking smoke with the councilor's cigarette puffs. A pawn for their gain.

She had no other choice.

I understand. Let it be by the grace of the Council to guide us in our troubled times. To help my ailing cousin, Shima Ai, to make a full recovery. And for our new Raikage to lead, as you and the people see fit, for the glory of Kumogakure.

"Then who? Only Hoshikata? Or both Hoshikata and Ai?" He spurted out like a dying gazelle waiting for the last bite to strike it's throat forever silencing it.

In the end it didn't matter.. These Councillors has already made their decision.. He didn't want to fight it anymore, his arms fell tired. The game was done, it was 'Game Over' and the question remained if he had truly lost, or truly won. There were still words that needed saying, still plans that had to be made. But there wasn't anything that could be done at this point in time. It was all just a waste to continue debating. This was the end. And there was nothing he could do about it.

His eyes glared at Kitsune for a split second, and then looking down at the floor as he sighed. Whatever.. Let's just get this over with..

He tucked his hands in his pockets and looked up again at the Councillors with squinting eyes, looking at them like he was a rowdy uncontrollable teenager just waiting for his parents to scream he was grounded for hanging out with the wrong people.

"Let's just be done with this.." He said as he was about to spit on the floor, but stopping himself before releasing the booger, remembering where he was, and in what circumstances he was in.

The woman eased off, idly taking another draw of the cigarette.

"Very good. After this meeting is over I trust that you will see him on his way. Ensure that he reaches his new accommodations without incident. He is your responsibility, now more than ever."

"I thought we had made ourselves clear, but to answer your question Suzaku-kun," the scruffy Councillor addressed Keiji, deliberately using the honorific to irritate him. "The blame will fall on Hoshikata alone."

sn3dPqN.png

The gentleman placed a hand on his fellow's shoulder in a slight gesture of admonishment, then turned to Keiji as well.

"Our intention is to distance Kumogakure from any culpability in this incident. If we are to end this without any further losses it is paramount that we ensure that no parties walk away holding a grudge. Whatever else Hayata Shin may have been he was an excellent peacemaker and negotiator, and moving forward Kumo must maintain the alliances and relationships he forged during his reign. We cannot afford to trade strength for further weakness if we are to survive the troubles ahead."

The white haired woman stretched, twisting in her seat to tease out the kinks in her back.

"If there are no further questions, it is about time we draw this meeting to a close. There is much to be done on our end for this solution to work smoothly and we cannot afford to waste any time; the sooner we can release a public statement the better. We will have to find a way to organize a pro-Kumo movement among the refugees to wipe out any anti-Kiri sentiment that may remain afterwards. There will always be a few hardcore patriots of course, but if the refugees offer their support during this crisis it will go a long way towards silencing them."

"You are free to go, with the exception of Ai of course. Carry on as usual. If anything pressing comes to our attention we will contact you. Your cooperation in this matter is...greatly appreciated." She finished with a sigh. Exhaustion was plain on her face at this point, though whether it was emotional or physical was up for debate.

"Dismissed."

[spoilername="OOC and IC Results"]Official review is over at this point unless one of you want to stay behind and ask questions of the Councillors. Haruka will escort Ai to the Insanity Ward along with a squad of ANBU.

The official report is as follows:

-Hayata Shin was killed in a fit of rage by Isaki Hoshikata, following his denial of Hoshikata's request to join Cloud. He will be remembered as a kind and merciful Raikage who held the wellbeing of all people close to his heart.

-Kaguya Daisuke and Raitoningu Eiji were also unfortunate victims of Hoshikata's fury, and died protecting the Raikage. They will be awarded posthumous commendations for their ultimate sacrifice in defense of Kumogakure.

-Isaki Hoshikata is found to have acted out of a personal vendetta, and as such no culpability lies with the Isaki Clan or refugees of Kirigakure. Both our peoples should stand together in these troubled times.

-Shima Ai suffered severe psychological trauma from the incident. He is currently confined under high security and will receive the best care Kumogakure has to offer until he is no longer a risk to himself or others.

-Shima Haruka, Shinrya Kitsune, and Suzaku Keiji have been treated for their wounds and returned to active service. Though they were not able to save the Raikage, their swift response and combined actions prevented this tragedy from becoming an even greater disaster.

Important: The IC Council will take steps to alter all reports and records to reflect these events. Any witnesses to Ai's testimony that do not have absolute loyalty to the village will be killed in secret and arranged so as to seem like they died in the line of duty. All conflicting records will be destroyed and replaced with copies that reflect the official findings. The only people with full knowledge of the true events are the Councillors, players, and unidentified ANBU present in the room at the conclusion.[/spoilername]
