Once the center of peaceful existence for the rich and blue-blooded citizens of the village, This high-class collection of districts has been turned upside-down with the recent events set into motion by the Cabal, the small police force originally in place completely abandoned or killed. Brawls can be found on every street and in almost every building still open to the public, along with people pilfering the goods of merchant, noble, and passerby alike. With lawlessness abound, it's even common to hear shrill screams in alleyways and even occasionally in public streets of women being brutalized and taken advantage of by force. While buildings are looted and fights occur in the eateries, the homes are not only looted as well, but most all of them also completely vandalized or even set fire to. While the Shinobi had ruled the village, the nobility had backed them up and allowed it, which made them just as culpable in the Cabal's eyes as the loathed shinobi overlords.
Chaos in the streets make it difficult to watch people. Looters and deviants alike are common. If you plan on sticking around, should grab something big and expensive to carry around in order to blend in.
