The rank up is easy enough, as long as you fulfill the necessary requirements. As for the core ability, you need to write an app which will be evaluated by the council.

You can have both weapons created, but you cannot wield them at the same time.
You can always go with a single weapon called Enhanced Chakra Gloves, which covers both fists.
