The Hydra organization is a known terrorist group. Ever since the inception of SHIELD, Kazuki has been fighting them almost on a daily basis, bent on eradicating them from the face of the world. Unfortunately, that has been easier to say than actually accomplish. Like the mythical beast of old, cutting one head only created two more. The more cells the Director destroyed, the more emerged from the rubble. The act of exterminating Hydra was proving to be more difficult than initially anticipated, but the White Wolf would not stop until they were all gone from the face of their world. They were a pest, a cancerous disease that wanted nothing but to spread chaos and destruction around the world and ensure their dominance, over it, in the end. And Reaper’s job, along with the rest of SHIELD’s staff, was to ensure that day never came. SHIELD was an intelligence gathering and global surveillance organization and, as such, Kazuki had at his disposal, numerous informants, virtually anywhere in the world. One of those had given him notice that there was a hidden Hydra cell operating within the walls of Sunagakure for a few weeks now. Their goal was to undermine Sand’s medical branch and eventually destroy it, severely crippling the village. Unfortunately, the source did not know where they were operating. Sunagakure was not a small village, there were plentiful places for a terrorist cell to operate, especially if it was determined to not be found.
Given the prevalence of crime in the area known as Grand Palais, it was quite logic to start the search there. The tip he had received also noted about a certain good looking, blue eyed, blonde individual that seemed to be the face of the operation, while the rest of the group operated in the shadows. He has been seen talking with an assortment of people in various places in the village, but according to the information Reaper had received, there seemed to be a greater percentage of meetings happening in the Grand Palais. The most curious thing about the individual is the lab coat he usually sports, regardless of the place he is. Maybe is trying to pass up as a medical officer, or is actually one that has fallen to the other side. Regardless, the main goal is to find the guy and shadow him. Find where they are located and infiltrate the place.
Disguising himself as a local habitant, shady being the key word, usually found in the Grand Palais area, the White Wolf roamed the dangerous roads for a few days with no luck. He did not find no one that fulfilled the description he had been given. In fact, shady encounters were the norm there and he did not have the time to spy each and every one of them. Roaming each back alley proved fruitless as well. Either the description had been wrong or the it had been a disguise. Or he simply needed to relocate to a different area and hope for better luck. After a full week of nothing but absence of results of note, the Director of SHIELD decided it was time to move on. Taking into consideration the lab coat the guy usually wore, the Pale Rider used his Sennin status to check the medical files of the entire personnel of the medical branch in Sunagakure. Since there were pictures contained on those files, he was going to search for an approximate figure to what he had been told about.
Eventually, Kazuki would find such an individual among the files. Blonde, good looking and blue eyed. It was a medic that usually whose shifts were exclusively during the day. As far as Reaper was aware, the shifts rotated each week, but this guy had, somehow, managed to secure a fixed working hour. Which was quite odd given how rare it was in Suna’s hospital. Only the senior staff was allowed such luxury and this guy was no such thing. Considering the sheer coincidence, the White Wolf decided to study the guy’s daily pattern and figure out if there was something shady about him or not. In the first day of shadowing, the Director did not see anything suspicious. The guy was gentle and caring to his patients and he went straight home after his work day was over. The next two days were exactly the same. Only on the fourth something new happened. After exiting the hospital, the guy went straight to the Grand Palais. Oddly, he was still dressed with his medical attire, just like the report he had been given, told so. The Rider of Death noticed how the medical officer visited two, and only two, stands. After visiting those two, the guy exited the area and went home. After several hours of silently watching the individual, Kazuki went for the Grand Palais and learned what those two shops dealt with. One was based on occult stuff, the other was a broker. Why was the good doctor interested in occult stuff or in need of a broker? It was a mystery at that point. On the day after, the supposed terrorist exhibited the same pattern, after the hospital he went straight to the Grand Palais and, more specifically, to those two stands. Something he repeated two more times. On the fourth time, Kazuki was near the stand, waiting to hear whatever words he would speak with the seller. To his surprise, no words were exchanged, but he did spot a series of surreptitious signs exchanged between them. Something that repeated itself on the second stand.
This was even odder. There was something going on between them. And, most likely, the sellers of those two stand were part of Hydra’s cell operating within Sunagakure. And they were all communicating with each other. After witnessing that, Reaper followed the doctor back to his home. But unlike his usual routine, something different happened. The man went out again, this time, around midnight. Entirely dressed in black, he walked quickly, but with extreme caution. As if he was trying to elude a potential follower. Strangely enough instead of going for the Grand Palais, the doctor seemed to be walking toward a higher echelon of society. The houses grew bigger and with greater space between then. He was leading the White Wolf toward richer areas of the housing inside Sand’s walls. Shrouding himself with his shadows, the Director quickened his pace and was practically right behind the guy’s heels. Eventually he would enter the yard of what was, supposedly, one of the bigger mansions inside Suna’s walls. After a series of knocks on the large wooden doors, he entered inside. Using his somewhat invisibility, Reaper followed suit before the walls shut down behind him. Infiltration was a success, now it was the harder part.
