Hello NCers, we of the Admin team have been working for quite a while to make things a fair and fun environment for all players, old and new. For a while there have been issues regarding punishments handed down from Admin. So we thought it would be right to come up with a set of rules that we know and the players know, to make things fair and to give everyone notice of their actions and punishment according to what the said action is. Added, we would like to show appreciation to Saemon of Sand, a former Admin for us that helped with the creation of these rules. So without further ado, here are the rules, which will also be posted in the Site Rules section so our point is made clear. Do Note: These rules are not to be grandfather claused by any ongoing offenses. Which means if you broke a rule, you broke it and are still under these rules and regulations.

Crime and Punishment

"For every action, there is an equal and opposite reaction."​

Every player will be held accountable for their words and actions on Ninpocho whether it is on the general boards, your village boards or on an OOC team. Everyone, including the staff members, is expected to maintain a respectful disposition when speaking with one another to the best of their ability.

Minor Infractions

• Strong profanity in OOC boards
• Flame-Baiting
• General Trolling
• Loopholing
• RP Godmodding
• Placing out of character comments (OCC) in in-character (IC) threads (except in cases where the staff needs to make an official call).
  • To clarify: An out of character comment (OCC) is acceptable if the actual in-character (IC) post is in the same post, IC threads should not devolve into an out of character conversation.

Middle Infractions

• Verbal attack on another member.
• Performing an action against another player based on an out of character motivation (this may be in addition to other infractions).
• Meta-gaming
• Griefing
• Leaking Information without approval.
• False-Accusations against another member.
• Ignoring the IC character guidelines after being asked to make changes.

Major Infractions

• Purposeful stat cheating
  • In addition to possible banning, those involved may also suffer losses to their stats that are double what they wrongfully gained.
• Purposeful yen cheating
  • In addition to possible banning, those involved may also suffer losses to their yen that are double what they wrongfully gained.
• Abuse of staff powers
  • Staff members who abuse their staff position or mod powers will also face additional loss of their staff position(s) for 2 weeks to 6 months depending on the severity of their transgression.
• Heinous acts against another player
• Hack threats
• Writing full, explicit sexual encounters in RP
• In character (IC) drug use implied or described (such as heroin, cocaine, etc.)
  • Alcohol use and cigarette smoking is acceptable.
  • NO use of any 'special' cigarettes or tobacco enhanced by anything
• Ban evading
• Disallowed second accounts
• Cheating

Immediately Permabannable Offenses

• Hate Crimes
• Any offense committed that is against the law and punishable by your government/police.
• Hacking the site
• Teaching others how to hack this site or another site
• Hosting porn/X rated material on the site.

General Board Infractions

General board infractions are those committed in the general board. It is a privilege to be part of the general board and be able to converse with the populace freely. However, if you accumulate 6 permanent warnings that were committed in the general boards, you will lose your access to the general boards indefinitely.

Warnings

• In this new system, everyone starts with a clean slate (with the exception of those who are still permanently banned and are yet to pass their appeal process) starting from September 1, 2013. Past transgressions do not apply to the tier system.
  
  Starting on September 1, 2013 every player who is guilty of a minor infraction will be given a warning which is logged in the admin board. After 3 months time from the date the warning was issued that warning can be wiped clean from your record if no other infraction is made during that time. If a player commits a second minor infraction during the 3 months, the first becomes permanent on your record. The second warning can be slashed from your record in the same method, but if a 3rd warning is needed in the 3 month period following your second warning, you will be subject to a tier 1 punishment and all three warnings remain permanently on your record.
  
  After the player has accumulated 3 permanent warnings on their record, the player will be subject to Tier 1 ban again after only 2 warnings, instead of the previous 3.
  
  After returning to the site for a second time, the player is allotted a single warning before they are given another Tier 1 Ban and that warning becomes permanent.
  
  After a player has accumulated 6 permanent warnings on their record, any infraction can be met with an instant Tier 1 ban.
  
  *Note - You are not considered 'warned' until an admin has posted to the thread of your infraction (or in the case of PM offense, has PM'd you about the transgression) stating you are being warned for X infraction.
  
  *Note - You can be warned for anything done said or done after (date) even if the infraction was not noted immediately. Everything is logged, an action does not degrade just because it went unnoticed at first. However, the warning will be issued from the date of the infraction and will be wiped from your record if no other infractions occur in the three months following that date.

Tier System

• Tier 1 Ban - A one (1) week ban from the site.
  • Members who accumulate 3 warnings.
  • Return offenders of the "3-warning ban" who accumulate 2 warnings.
  • Any first time offender of a Middle Infraction. No warning is required.
  • Anyone who has earned three (3) Tier 1 bans is no longer eligible for Tier 1 Bans, and automatically moves up a Tier 2 for all infractions, even minor ones.
  
  
• Tier 2 Ban - A two (2) week ban from the site.
  • Anyone who has earned three (3) Tier 1 bans and commits another infraction of any kind.
  • Any second time offender of a Middle Infraction. No warning is required.
  • Anyone who has earned three (3) Tier 2 bans is no longer eligible for Tier 2 Bans, and automatically moves up a Tier 3 for all infractions, even minor ones.
  • Anyone who becomes inactive while on a Tier 2 ban will be removed from their usergroups/staff positions/ooc teams when they return. They can reapply after their return.
  
  
• Tier 3 Ban - A one (1) month ban from the site.
  • Anyone who has earned three (3) Tier 2 bans and commits another infraction of any kind.
  • Any first time offender of a major infraction. No warning is required. The admin team will decide whether your offense was a Tier 3 or Tier 4 offense.
  • Any third time offender of a Middle Infraction. No warning is required.
  • Anyone who has earned two (2) Tier 3 bans is no longer eligible for Tier 3 Bans and is automatically perma-banned from the site.
  • Anyone who earns a Tier 3 ban is marked inactive upon their return, removed from all staff or OOC teams and cannot apply for/be part of a OOC team/council/staff position for a 6 month period of time.
  
  
• Tier 4 Ban - Perma-ban.
  • Anyone who has earned three (3) Tier 3 bans and commits another infraction of any kind is automatically perma-banned.
  • Certain Major Infractions can warrant a Tier 4 Ban. The admin team will decide whether your offense was a Tier 3 or Tier 4 offense.
  • Any fourth time offender of a Middle Infraction. No warning is required.
  • Anyone who earns a Tier 4 ban is forever barred from joining a OOC team, being part of a council, holding a staff position or be considered for admin. In addition, if the player has his perma-ban lifted, his stats are cut in half.

Probation

• Anyone who returns from a Tier 4 Ban is automatically on probation for the next 6 months - year (up to admin discretion). When on probation, the player does not have a right to the warning system, but all offenses are met with Tier 1 bans immediately. A player on probation can also be returned to perma-ban status for committing a middle or major infraction or earning up to three (3) Tier 1 Bans.

Appeals

• Appeals are only given to players who have committed/been handed a Tier 4 Ban, or in other words, are permanently banned from NC. These appeals are assigned to the player every six (6) months from the original ban date. No other cases will be heard and any sort of retaliation against your punishment or verbal abuse of the staff for giving the punishment will result in a step up in Tier bans and an extension of your current ban.

Discretion

• The rules above are enforced guidelines. However there is room for discretion whether it be in favor or against the player for their actions.
