Note: you don't gain ASP back for using an A-rank to swap for a b-rank. A swap is a swap as far as I've been told. {someone can come prove me wrong though} sense you don't pay asp to go from a B-rank jutsu up to an a-rank jutsu, i'd assume you don't gain ASP from going from an A-rank to a B-rank

your question: you can add asp to your PL if its from Jutsus, at least that's what I can tell from the OCR rules and such. As of now, go ahead and add in the +20 from your Kinjutsu, while I get clarification

ya the basic concepts of your character are approved (history, personality and such) waiting on a small clarification for stats & jutsu should be an issue.

You get nothing back for going from A to B, on the flipside you can go from B to A without incurring a cost.

clarification: the 20 points from your kinjutsu can be added to your asp, not to your PL though. Stats stay as is, Jutsu approved.
