He was making his return to Kumogakure after the Sand exams, proud of the way that Kumogakurean shinobi had performed during the exam and the duress caused by the other incidents. Proud of all of them bar himself.
In the end he had decided to avoid combat after he had been so completely dominated by a single opponent. He'd only gotten in the way of the other shinobi of Cloud, Hyazo spending precious moments defending his Raikage rather than being able to focus on the kill. It was embarrassing for Akira. He knew he'd grown weak, but this weak? Shinbatsu would have been ashamed.
Still he was the Raikage, and during his travel back to Kumogakure he decided to take advantage of his situation and make a move he'd been thinking about for some time.
He wouldn't win friends, but it would strengthen the village as a whole. As he knew what he'd be doing shortly after, winning friends wasn't his issue, setting the village up to be as strong as it possibly could took priority.
Visiting the Shogun he was escorted through to a chamber to wait for the young man to arrive. He was an interesting young man, his origins, his experiences, how he came to be, his shinobi trainer.
All made him someone Akira was never too certain of. Yet he'd always been pleasant enough.
The small, young man entered and they exchanged pleasantries. Akira informed him of his plan, the young man really could do little about it, but thanked him for the warning, he knew that there was bound to be backlash about it. They spoke for a time about various other affairs, and then Akira needed to leave as the Shogun was needed elsewhere.
It was time to head home. Akira would be doing one last big play before handing over his hat.
